The US Treasury warned foreign banks against helping Russia to circumvent sanctions

Deputy Treasury Secretary Adewale (Wally) Adeyemo has threatened foreign banks with loss of access to both the US and EU financial systems if they help Moscow evade

The Joe Biden administration has urged foreign banks not to help Russia evade sanctions, otherwise they risk losing access to the financial systems of the US and Europe. According to The New York Times, U.S. Deputy Secretary of the Treasury Adewale (Wally) Adeyemo warned in private meetings with representatives of international banks in New York, including those from China, Brazil, Ireland, Japan and Canada, that even if the financial institution located in a country that has not imposed restrictions on Russia, it may still face consequences for violating US or EU sanctions.

“If you provide financial support to sanctioned individuals or organizations, we may place you under the sanctions regime and use our tools to put pressure on you,” — he declared. To get around the sanctions, Russians and companies tried to create trusts and act through proxies. The Deputy Finance Minister also pointed to companies that can provide assistance to sanctioned businessmen who are trying to hide their yachts. Most jurisdictions comply with restrictive measures, but some, such as the UAE, continue to hide Russian assets. Several Russian yachts are moored in Dubai, the building points out.

On May 13, the US Treasury released the 2022 National Strategy to Combat Money Laundering and Terrorist Financing. It provides for measures against Russia's circumvention of sanctions. The authorities intend to make efforts to eliminate loopholes that allowed sanctioned Russians to hide their names, as well as bank accounts and other assets through shell companies and real estate deals for cash.

The European Union and the United States decided to freeze the assets Bank of Russia by freezing its transactions in order to limit “the use of its own international reserves to weaken the impact of Western sanctions.” The head of the Ministry of Finance, Anton Siluanov, reported that as a result, Russia lost access to almost half of its gold and foreign exchange reserves— $300 billion

Russian Foreign Minister Sergei Lavrov said that Russia, together with Iran and China, intends to look for ways to bypass the restrictions. US Secretary of Commerce Gina Raimondo, in turn, threatened to deprive Chinese companies that ignore US restrictions on exports to Russia of American equipment and software they need to manufacture their own products.

NYT pointed to the risks for the United States in the boycott by countries of the summit of the Americas

The possible refusal of the President of Mexico to come to the summit of the Americas will interfere with the intention of the Biden administration to conclude an agreement on illegal migration. The United States is also concerned about the likely non-participation of the President of Brazil in the meeting. pointed out the risks for the United States in a boycott of the Summit of the Americas by countries” />

Joe Biden

A growing number of Latin American and Caribbean heads of state are considering withdrawing from the Summit of the Americas due in Los Angeles in June, writes The New York Times.

Including — Brazilian President Jair Bolsonaro, the newspaper reported, citing Brazilian officials. According to the newspaper, the Brazilian leader has a cool relationship with Washington, and the summit was supposed to be Bolsonaro's first meeting with US President Joe Biden.

Mexican President Andres Manuel Lopez Obrador may also miss the summit: he said he would not come to the meeting unless representatives of Cuba, Venezuela and Nicaragua were invited to it. Juan González, senior director of Western Hemisphere affairs at the US National Security Council, had earlier suggested this possibility.

The Mexican president was supported by the leaders of Bolivia and Honduras. Countries— members of the Caribbean Community (CARICOM) also threatened to boycott the summit if Venezuela was represented at it not by President Nicolas Maduro, but by opposition leader Juan Guaido (the United States recognizes the latter as interim head of state).

As the newspaper notes, the boycott threats highlight the problems that the Biden administration is facing. Ahead of the mid-term elections to be held in the fall of 2022, the US administration is seeking an effective regional agreement on illegal migration, according to a New York Times source. The absence of the Mexican president from the summit will make his conclusion more difficult.

Bolsonaro's failure to attend the meeting jeopardizes the achievement of two other significant foreign policy goals of the Biden administration, which are related to the issue of climate change and the defense of democracy, the newspaper writes. The NYT notes that during the Biden presidency, Brazil moved closer to Russia, Bolsonaro expanded the deforestation of the Amazon and “questioned the integrity of elections in his own country.”

At the meeting, the US and other countries could try to pressure Bolsonaro to “respect the democratic process”; and publicly supported his country's electoral system. However, according to the NYT source, the summit of the Americas is not on Bolsonaro's schedule. The fact that the Brazilian leader does not plan to participate in the meeting was also reported by Reuters.

Bolsonaro's administration told the newspaper that they had not received any information about the timing of the summit. Brazilian Vice President Amilton Mourán said Bolsonaro has not yet decided whether to attend the meeting.

The US authorities have not yet issued official invitations to the summit; The White House previously said they had not yet made a final decision on the guest list. A spokesman for the US National Security Council, who is helping organize the event, told the NYT that the upcoming summit— “the most important event for the Biden administration in our hemisphere,” and added that formal invitations would be sent out shortly. Both the NSC and the State Department declined to comment on boycott threats.

Summit of the Americas— organized under the auspices of the Organization of American States (OAS) meeting of the heads of state and government of America. Its goal is to form a common strategy in solving the problems facing the countries of the region. It was first held in 1994 in Miami. This year, the meeting is scheduled for June 6 & 10 in Los Angeles.

The Foreign Ministry revealed what will determine the response to Finland’s accession to NATO

Deputy Foreign Minister Grushko: the accession of Sweden and Finland to NATO will not go unanswered According to Russian Deputy Foreign Minister Grushko, Russia's response will depend on what infrastructure NATO deploys in Finland and Sweden

Ministry of Foreign Affairs of the Russian

If Finland and Sweden join NATO, Russia will not decide on its response actions on emotions, it will depend on the infrastructure of the alliance in these countries, said Russian Deputy Foreign Minister Alexander Grushko.

“It is clear that this change cannot remain without a political reaction, and also without a very precise analysis of the consequences of the composition of the forces that may be formed as a result of the next entry into the alliance. It is clear that the decision will not be made on emotions, it will be a thorough and verified analysis of all the factors that are characteristic of the security situation in this industry, — said Grushko (quote from RIA Novosti).

The Deputy Foreign Minister believes that it is too early to talk about the possibility of deploying Russian early nuclear forces in the Baltic region. However, if NATO decides to bring its nuclear forces and infrastructure closer to the borders, Moscow will need to take adequate precautions, Grushko added.

Finland and Sweden are still partner states of the North Atlantic Alliance, however, after the start of the Russian military operation in Ukraine, they again started talking about the possibility of joining the alliance

The Swedish newspaper Expressen, citing its government sources, wrote that Stockholm could apply on Monday, May 16. On May 13, Finnish Foreign Minister Pekko Haavisto said that the country would apply to NATO in the middle of next week, if parliament approves it.

The Kremlin regards Finland's desire to become a NATO member as an unconditional threat. Dmitry Polyansky, Russia's first deputy representative to the UN, said that Helsinki and Stockholm could become a “target” if alliance troops appear on their territory. In addition, if Finland and Sweden join the alliance, Russia will have to seriously strengthen the grouping of ground forces on its borders with NATO countries and deploy naval forces in the Gulf of Finland, said Deputy Chairman of the Russian Security Council Dmitry Medvedev.

Chinese ships entered the zone to the Senkaku Islands disputed with Japan

NHK: Four PRC ships entered Japanese territorial waters near the disputed Senkaku Islands ” alt=”Chinese ships entered the zone to the disputed Senkaku Islands with Japan” />

The Senkaku Archipelago

Four ships of the Chinese Coast Guard entered the territorial waters of Japan to the shores of the disputed Senkaku Islands, the Japanese TV channel NHK reports.

>

According to the 11th Regional Coast Guard Headquarters, Chinese ships one by one began to enter the territorial waters of Japan from about 10:30 to 10:45 on May 14 (from 4:30 to 4:45 Moscow time). As a result, the vessels are in Japanese territorial waters off the coast of Minamikojima (one of the islands of the Senkaku archipelago. — RBC).

The Japanese Coast Guard sent a warning to Chinese ships to immediately leave the territorial waters.< /p>

The uninhabited archipelago (the Japanese call it Senkaku, and the Chinese – Diaoyu) came under Japanese control in 1895, along with Taiwan, captured by Japanese troops after winning the war with China. After the Second World War, the archipelago was under the control of the United States, but was later transferred to Japan. After the war, Tokyo renounced the rights to Taiwan, in connection with which Beijing believes that Japan should also return the islands. A new aggravation of the territorial dispute between China and Japan occurred after Tokyo bought three of the five islands of the archipelago from a private Japanese owner in 2012, thus emphasizing their state status.

Scholz called the only option to lift sanctions against Russia

German Chancellor Scholz: sanctions against Russia can be lifted only in case of an agreement between Moscow and Kyiv /s0.rbk.ru/v6_top_pics/media/img/3/39/756525141887393.jpg” alt=”Scholz named the only way to lift sanctions against Russia” />

Olaf Scholz

Sanctions against Russia can only be lifted if it concludes an agreement with Ukraine, German Chancellor Olaf Scholz told t-online. According to the politician, this is “the only plausible possibility”, and we cannot talk about a “dictated peace”.

The chancellor also said that Germany insists on the withdrawal of Russian troops from Ukraine. “Otherwise, a clear principle applies: Ukraine resolves these issues [about the lifting of restrictions]. We can't negotiate on their behalf anyway,” — he pointed out.

“We want to help Ukraine defend itself. And together with our allies, we want to ensure that Russia <…> withdrew its troops from the territory of Ukraine»,— Scholz said. Therefore, Western countries have imposed sanctions against Moscow, he added.

The Chancellor called the opinion that restrictive measures do not have a serious impact erroneous. “Sanctions have a very significant impact. As a result, the Russian economy is seriously suffering, and the possibilities for its development are severely limited,— considers the politician.

Scholz has previously said that sanctions against Russia can only be lifted after agreement with Ukraine. German Foreign Minister Annalena Berbock, in turn, called the ceasefire and the withdrawal of Russian troops from the territory of Ukraine the conditions for lifting restrictions.

At the end of April, Russian Foreign Minister Sergei Lavrov said that Moscow and Kyiv, among other issues, were discussing the lifting of sanctions at the talks. Ukrainian President Volodymyr Zelensky denied this. He insists lifting restrictions is out of the question as long as hostilities continue, Russian troops are in the country, “until we get our territories back.” “None of this is over. I am surprised in principle that the issue of lifting sanctions is being raised.

Deputy head of the Russian Foreign Ministry Sergei Vershinin said in March that Russia was not going to ask the West to lift sanctions. The authorities admit that there are difficulties due to restrictions, but at the same time they believe that they cannot be compared with the “terrible trials of the country in the 20th century.” President Vladimir Putin warned the EU countries about the “intractable consequences” with continued sanctions pressure. In early May, he signed a decree on Russia's new response to sanctions.

Putin called Finland’s refusal of neutrality and joining NATO a mistake

According to the Russian leader, Finland's accession to NATO could have a negative impact on Russian-Finnish relations, which for many years were built on good neighborliness and partner cooperation

Vladimir Putin countries in NATO would be a mistake, since there are no threats to the security of Helsinki, Russian President Vladimir Putin said during a telephone conversation with his Finnish counterpart Sauli Niinistö. This was reported on the Kremlin website.

“Such a change in the country's foreign policy may have a negative impact on Russian-Finnish relations, which have been built in the spirit of good neighborliness for many years,” — The report says.

Ninisto told Putin that Finland would soon decide whether to apply to join NATO. The Office of the Finnish President explained this decision by the desire to strengthen the country's security.

During the telephone conversation, Putin and Niinistö also discussed the situation in Ukraine. The Russian President assessed the negotiations between the Russian and Ukrainian delegations, “virtually suspended by Kyiv”.

Ninistö and Finnish Prime Minister Sanna Marin on May 12 announced the need to immediately apply to NATO . The country's Foreign Ministry explained this by saying that “the hostilities launched by Russia created a danger to the stability of all of Europe.” Sweden can also apply as early as May 16, Expressen wrote.

White House press secretary Jen Psaki said the United States would support Finland and Sweden joining NATO. Jens Stoltenberg, Secretary General of the North Atlantic Alliance, promised to promptly receive both countries in case of a request from them.

However, Turkish President Recep Tayyip Erdogan said that he did not consider the possibility of countries joining the alliance as positive. According to him, the Scandinavian countries are “a guest house for terrorist organizations.” He recalled that members of the PKK, banned in the country, live in Sweden and are even represented in parliament.

Croatian President Zoran Milanovic also considered the applications of Sweden and Finland to join NATO a “dangerous adventure”. In his opinion, these countries cannot join the bloc until the law on elections in Bosnia and Herzegovina is changed in the interests of the Bosnian Croats.

The Kremlin sees Helsinki's desire to become a NATO member as a threat. Russian presidential spokesman Dmitry Peskov said that Moscow's actions would depend on how the “expansion process” would be expressed; and how the military infrastructure of the alliance will move.

The day before, Putin discussed at a meeting with the country's Security Council the possible threats from the entry of Sweden and Finland into NATO.

British Foreign Secretary rules out intention to ‘change regime’ in Russia with sanctions

With the help of sanctions, London seeks to achieve a final end to the conflict in Ukraine, and not to change the regime in Russia, stressed British Foreign Minister Truss media/img/4/83/756525283290834.jpg” alt=”British Foreign Minister ruled out intention to “change regime” in Russia with sanctions” />

Liz Truss

Great Britain and its allies must continue to put pressure on Russia, as long as its troops remain in Ukraine, British Foreign Secretary Liz Truss wrote in an article for the Daily Express.

With the help of sanctions, London is trying to achieve a final end to the conflict, Truss said. “We are not seeking regime change in Moscow,” she assured. “But let me be clear: a weakened Russia— this is a consequence of [Russian President Vladimir] Putin's decision to launch an unwarranted invasion.,— added Trass.

Truss believes that the G7 countries should help ensure that Europe gets rid of dependence on Russian oil and gas, and “ensure that they are never used as leverage again.”

A spokesman for British Prime Minister Boris Johnson's office said on February 28 that London is not seeking a change of power in Russia, but is imposing sanctions in order to “break the regime.”

“We say about how to stop Russia, seeking to subjugate a democratic country. That's been our message all along,” — he explained.

At the same time, US President Joe Biden, during his speech in Warsaw, said that Putin cannot remain in power after the hostilities in Ukraine. “For God's sake, this man cannot remain in power,” — he said. Later, a White House spokesman clarified that Biden did not call for a change of power in Russia. The day before, the US President called Putin a war criminal.

Biden's statements were deemed “absolutely inadmissible” in the Kremlin. They have no right to be made by the head of state, “which bombed people all over the world for many years, which dropped an atomic bomb on a country that had already been defeated, and which made absolutely no sense,” said presidential spokesman Dmitry Peskov.

German Chancellor Olaf Scholz also said that “regime change” Russia is not a NATO target. “U.S. President [Joe] Biden doesn't want that either, even though he said in his speech yesterday that Putin 'can't stay in power any longer,'” he assured.

Russia has been conducting a special military operation in Ukraine since February 24. Putin called the demilitarization and denazification of the country its goal.

Lavrov announced the total hybrid war declared by the West

Foreign Minister Sergei Lavrov: The West has declared a total hybrid war on Russia Russia accepts the challenge, the head of the Russian Foreign Ministry stressed. According to Lavrov, the United States began to prepare for the current crisis since the end of the Cold War ” alt=”Lavrov announced a total hybrid war declared by the West” />

Sergei Lavrov

The collective West declared a total hybrid war against Russia, Moscow accepts the challenge. This was stated by the head of the Russian Foreign Ministry Sergei Lavrov at a meeting of the Council on Foreign and Defense Policy, RBC correspondent reports. ; he emphasized.

According to Lavrov, Russia did everything to avoid a direct confrontation. He added that Moscow was no stranger to sanctions, since they were almost always in one form or another.

Video

The Russian Foreign Minister noted that the meeting was taking place at a turning point, when the country, as in 1917 and 1991, faces “the choice of a historical path.” He pointed out that external circumstances are changing “deeper and wider” every day, and Russia is changing along with them, “drawing its own conclusions.”

Lavrov stressed that “even in the darkest times of the Cold War” there was no such mass expulsion of diplomats. He noted that Western countries also failed to find traitors among Russian diplomats, although such attempts were made both inside Russia and abroad.

Russian diplomatic representatives continue to fulfill their professional duties in accordance with the requirements of the time, the Foreign Minister emphasized.

Lavrov also said that the West had finally undermined its reputation by “predatory actions against other people's tangible assets.” Now no one is safe from expropriation and “state piracy,” he concluded. Against this background, many countries are reducing their dependence on the dollar and Western technologies.

In early March, Russian Finance Minister Anton Siluanov said that the West had unleashed a “financial and economic war” against the country. Thus, the Western states actually declared a default on financial obligations to Russia and froze the Russian gold and foreign exchange reserves, he recalled.

Siluanov added that the Western countries “by all means” trying to restrict foreign trade and export of goods to Russia. However, these measures, according to the minister, are detrimental to world trade.

In particular, the West seeks to create a shortage of everyday imported goods in Russia and force the closure of successful enterprises with foreign capital. The head of the Russian Ministry of Finance noted that Moscow was taking measures to prevent the outflow of capital from the country, as well as establishing a special procedure for servicing external debts.

Also, in early May, the Russian Ministry of Industry and Trade published a list of goods for parallel imports, they can be imported into country without the consent of the copyright holder.

Georgia declares non-recognition of referendum in South Ossetia

Georgian ruling party rules out recognition of South Ossetian referendum Georgian authorities do not recognize the de facto referendum in South Ossetia on unification with Russia, as well as the presidential elections in this country and its government, said the head of the ruling party. Voting will take place on July 17

Tskhinvali, South Ossetia

The Georgian authorities do not intend to recognize the referendum in South Ossetia on the issue of unification with Russia, which will be held on July 17, as well as its results, said the head of the ruling Georgian Dream party. Irakli Kobakhidze, quoted by Imedinews.

"With regard to such initiatives, we have a clear policy, and we do not recognize either the de facto government, or the de facto elections, or the de facto referendum. Our position on this matter is very clear, very clear. Therefore, it is natural to follow the same line, — he said.

The day before, Anatoly Bibilov, the current president of South Ossetia, which the Georgian authorities consider an occupied region, signed a decree on holding a referendum on the question of the republic's entry into Russia. Voting will take place on July 17th. Bibilov stated that he “was guided by the historical desire of the people of the Republic of South Ossetia for reunification with Russia and in accordance with paragraph 16 of Article 50 of the Constitution of the Republic, such wording is given in his decree. On the night of May 14, the document was approved by the Supreme Court of South Ossetia.

On voting day, citizens will have to answer the question of whether they support “unification of the Republic of South Ossetia and Russia”.

Bibilov lost the presidential election to his rival, the head of the opposition Nykhas party. Alan Gagloev, he is expected to take office after May 20. After the election, Gagloev emphasized that the authorities would organize a referendum when they received a signal from Moscow, since the decision should be made by both sides. “The main factor here is the willingness of the Russian Federation to take on such responsibility,” — he said.

In response to the initiative, the Kremlin noted that they would respect the results of the vote, but noted that Moscow did not participate in this process in any way from a legal point of view. Deputy head of the commission “United Russia” for International Cooperation Andrei Klimov and Deputy Chairman of the State Duma Committee on CIS Affairs Artem Turov said that there are no obstacles for the region to join the country.

< /p> Ibrahim Kalin

Turkey “didn't close the door” for Sweden and Finland to join NATO, but wants to negotiate with the Nordic countries and stop what Ankara sees as terrorist activities, especially in Stockholm. This was stated by the official representative of the Turkish leader, Ibrahim Kalin, in a conversation with Reuters.

“We don't close the door. But we are raising this issue as a matter of Turkish national security,— he stressed.

According to him, the Swedish authorities must end the existence of organizations, individuals and other forms of PKK presence.

«Membership in NATO— it is always a process. Let's see how things go. But this is the first point that we want to draw the attention of all [NATO] allies, as well as the Swedish authorities,»,— he added.

The day before, Turkish President Recep Tayyip Erdogan said that he did not consider the possibility of Sweden and Finland joining the alliance as positive. According to him, the Scandinavian countries are “a guest house for terrorist organizations.”

He recalled that members of the PKK live in Sweden and are even represented in parliament.

Canadian authorities have declared their readiness to help export grain from Ukraine

Canadian Foreign Minister said that if there are problems with the supply of grain from Ukraine, millions of people could face hunger

Melanie Jolie

Canada is ready to send ships to European ports to export grain from Ukraine. This was stated by the head of the Canadian Ministry of Foreign Affairs, Melanie Joly, reports CTV.

“We must make sure that this grain will be sent around the world. If this does not happen, then millions of people will face hunger, & mdash; she told reporters.

She made such a statement following a meeting of the G7 foreign ministers in the Wangels commune in northern Germany.

Canadian Prime Minister Justin Trudeau said on May 9 that Ottawa will help Kyiv develop grain export options to ensure global food security.

According to the representative of the UN World Food Program, about 25 million tons of grain “stuck” in Ukraine due to infrastructure problems and “blocked Black Sea ports”, including the port in Mariupol, which is under the control of the Russian military.

Trudeau noted that ports on the Danube River in the south of the country could be used to export Ukrainian grain. He did not name other options.

Russian Ambassador to the United States Anatoly Antonov said that Washington distorts the facts, accusing Russia of provoking a global food crisis. He called such attacks on Russia “extremely destructive”; and recalled that the country, “despite adverse external circumstances”, will continue to supply agricultural products.

Against the backdrop of the conflict in Ukraine, world food and fertilizer prices have risen. In March, food prices increased by 12.6% to 159.3 points, which was a record for more than 30 years— since 1990, according to the UN Food and Agriculture Organization.

Shoigu held talks with the head of the Pentagon for the first time since the beginning of the special operation

The last time the defense ministers of the two countries spoke was on February 18. Since then, the United States has repeatedly reported unsuccessful attempts to contact Sergei Shoigu to discuss the situation, including around Ukraine

Lloyd Austin

US Secretary of Defense Lloyd Austin held talks with Russian Defense Minister Sergei Shoigu, Reuters reported, citing a statement from the Pentagon.

The Russian Defense Ministry confirmed the telephone conversations and said that they were initiated by the American side. “Topical issues of international security were discussed, including the situation in Ukraine”, — said the defense department.

The talks between the two ministers were the first since the beginning of the Russian special operation in Ukraine. Earlier, the heads of the Pentagon and the Ministry of Defense communicated on February 18, they held telephone conversations. Then Austin called on Shoigu to “de-escalate” around Ukraine, in particular to “the return of Russian troops that surrounded Ukraine to their places of permanent deployment”.

That conversation took place against the backdrop of an escalation in the situation in the Donbass: on February 17, Ukraine and the republics of the DPR and LPR accused each other of shelling. Prior to this, each of the parties stated that the other was transferring equipment and military forces to the line of contact. The situation escalated against the backdrop of reports from Western media, as well as from the US and British authorities about the threat of Russia's invasion of Ukraine.

After Russia launched a special operation in Ukraine on February 24, Austin tried several times to contact Shoigu, but to no avail. On March 24, Pentagon spokesman John Kirby first reported on Austin's unsuccessful attempts to contact his Russian colleague against the background of the unfolding special operation. According to him, over the course of a month, the leadership of the Russian Defense Ministry several times refused the American side, which appealed to dialogue. Both Austin and the head of the Committee of the Chiefs of Staff of the US Armed Forces, General Mark Milley, tried to contact Shoigu and Chief of the General Staff of the Armed Forces Valery Gerasimov.

On April 7, Austin himself said that he could not contact Shoigu, which was extremely disappointing. According to him, the Russian Defense Ministry has not entered into contacts with the Pentagon since mid-February. According to Austin, he and Millie “often” appealed to Shoigu and Gerasimov, but there was no answer.

And again there was no interest on the part of the Russians, — Kirby then answered a journalist's question during a briefing about the Pentagon's latest contacts with the head of the Russian Ministry of Defense.

Washington has repeatedly stated that contacts between high-ranking military leaders are necessary to avoid unnecessary escalation.

Moscow and Washington maintain contact to resolve conflicts through a direct telephone line, but its functionality is limited. The Pentagon called it a “tactical mechanism” that avoids miscalculations, especially when it comes to protecting NATO airspace or territory. According to a representative of the US defense department, this communication channel was not created to “just call and grumble for any reason.”

Latvian Foreign Ministry blacklisted Pankratov-Cherny and 101 other Russians

Russian actors Alexander Pankratov-Cherny, Vasily Livanov, Igor Petrenko, Boris Galkin, and director Yuri Kare are now banned from entering Latvia

Alexander Pankratov-Cherny

Latvia banned the entry of 102 Russian citizens, including famous actors and directors. This was announced by the country's Foreign Minister Edgars Rinkevich on Twitter.

“I have decided to put 102 citizens on the list of undesirable persons, which means a ban on entry into Latvia for an indefinite period,” — he wrote.

According to the list published on the website of the Latvian Foreign Ministry, actors Vasily Livanov, Nikolai Burlyaev, Alexander Pankratov-Cherny, Boris Galkin, Alexander Pashutin, Igor Petrenko and director Yuri Karu were blacklisted.

“These persons of Russian culture, industry workers actively support the President of Russia [Vladimir Putin]”, — explained the decision at the Ministry of Foreign Affairs of Latvia.

Actor Boris Galkin told RBC that the ban on entry to Latvia imposed on him would directly affect his life.

“I won’t be able to come to the graves of my relatives” my father, mother, grandmother, sister, my very close friends <…> This, of course, is an insult to me and to the memory of my relatives and friends, who also worked and lived not only for the sake of the Soviet Union, but first of all for the sake of Latvia, — he noted.

Actor Alexander Pashutin, in turn, considered the decision of the Latvian authorities to ban him and other Russians from entering “stupid and short-sighted”, emphasizing that they do not threaten Riga in any way.

“Forbidden and banned. Unfortunately, they do stupid things. We had tours in Latvia. There is a Russian theater in Latvia, on the stage of which we played. There were shootings in Latvia. This is another not-so-smart solution. One must live in harmony with neighbors, & mdash; he noted in a conversation with RBC.

According to the actor, he went to Latvia on tour with the Ensemble of the Moscow City Palace of Pioneers. Pashutin stressed that he had always treated this country very well.

Deputies of the Sverdlovsk Legislative Assembly complained about Vladimir Solovyov

Regional parliamentarians contacted Vladimir Solovyov's “inadmissible” statements to the All-Russian State Television and Radio Broadcasting Company, on whose channels the TV journalist's programs are broadcast. The deputies' letter concerns the host's statements about Yekaterinburg

Vladimir Solovyov

Deputies of the Legislative Assembly of the Sverdlovsk region declared the “inadmissibility of controversy” TV presenter Vladimir Solovyov and in this regard contacted the VGTRK broadcasting company, on whose channels his programs are broadcast. This was announced to RBC by three deputies of the Legislative Assembly, the Kommersant publication was the first to report on the appeal of parliamentarians.

“Yes, such an appeal is gone. I signed the letter, of course. It is very constructive, not in the nature of a complaint or claim. In the letter, we believe that such polemics on the part of a journalist are unacceptable, — said RBC deputy from the faction “United Russia” Vyacheslav Wegner.

Deputy Mikhail Zubarev (United Russia) told RBC that the letter was written and sent last week. “The Essence of the Letter” put an end to the discussion of the popular VGTRK host with the residents of the city of Yekaterinburg, — he said.

Another deputy, who asked not to be named, also confirmed to RBC that his colleagues turned to the leadership of the All-Russian State Television and Radio Broadcasting Company in connection with the statement of Vladimir Solovyov.

According to Kommersant, the appeal was sent to the general director of the All-Russian State Television and Radio Broadcasting Company Oleg Dobrodeev, it contains a request to “assess the actions of TV presenter Vladimir Solovyov, who organized a public debate with the people of the Urals, including the governor of the region, Yevgeny Kuyvashev, and senator Eduard Rossel.” /p>

The deputies, the newspaper writes, also note that “many worthy people live in the Middle Urals who work for the benefit of their fellow countrymen and all of Russia,” and also that the region “always supported and continues to support President Vladimir Putin, which is also said the number of participants in large-scale patriotic events».

“Parliamentarians believe that the statements of TV presenter Vladimir Solovyov cast a shadow on the region, and the inappropriate polemic that the journalist is waging with the Urals only leads to the disunity of society,” — writes Kommersant.

The publication notes that the chairman of the legislative assembly, Lyudmila Babushkina (United Russia), who participated in writing the letter, forbade sharing its content with journalists.

Video

The conflict between Solovyov and the Sverdlovsk authorities began because of his statement in the Full Contact program. During a conversation with the presidential envoy to the Urals Federal District, Vladimir Yakushev, the host said that a “center of a vile liberota” had formed in Yekaterinburg. After that, the governor of the Sverdlovsk region, Yevgeny Kuyvashev, recorded a video message in which he advised Solovyov to “watch your language.” and expressed the hope that he spoke in a rash and thoughtless way. The TV presenter responded by lashing out at the governor, saying that if he had questions for him, he could call in person and ask them. “Are you trying to show me according to the concepts, chtoli? <…> This is what happened now— “watch your tongue”? Are you shooting an arrow, governor? »— Soloviev said.

The head of the Ural State Variety Theater, singer Alexander Novikov intervened in the conflict. He also recorded a video message in which he asked Solovyov to follow the words, as advised by Kuyvashev. “And you switched to insults and began to blather with something. <…> The governor on concepts, the governor on show-offs. What did you mess with? You are a presenter who is watched by the whole country, and therefore, when representing the opinion of the government, the opinion of the Kremlin, you must especially watch your language, — said the singer.

The ex-governor of the Sverdlovsk region and senator from the region, Eduard Rossel, proposed to ban journalists from being rude, advocating the introduction of appropriate amendments to the legislation. “You can’t be rude, journalists should carry culture in society, and not be rude,” — he noted.

The mayor Alexei Orlov also defended the city. He stated that he lived and lives “for the sake of the security and prosperity of his country: without leaving the machines, he creates weapons, sends his sons to the front.”

The Kremlin said that they did not follow this conflict. “Honestly, we wouldn’t want to have anything to do with this or comment on it in any way,” — Presidential press secretary Dmitry Peskov told reporters.

Moscow has changed its position on Kyiv's accession to the European Union. Experts interviewed by RBC note that it is too early to talk about the real accession of Ukraine to the EU, but Moscow already refuses to see the nuances in Western policy

What was said in Russia about Ukraine's accession to the EU

Chapter Foreign Ministry Sergei Lavrov on Friday questioned the harmlessness of Ukraine's entry into the European Union. “This is the problem of Kyiv's relations with the European Union. But the harmlessness of such a desire of Kyiv raises serious doubts, & mdash; he said Friday in Dushanbe. He added that the EU has gone from “a constructive economic platform it was created to serve as an aggressive, militant player that is already declaring its ambitions far beyond the European continent.”

A day earlier, Russian Deputy Representative to the UN Dmitry Polyansky said that Moscow's position on the issue of Kyiv's entry into the European Union had changed and became similar to the position on Ukraine's entry into NATO. “I think at that time (during Russian-Ukrainian talks in Istanbul. — RBC) we were not very worried about the European Union. But the situation changed after M. Borrell's statement that “this war must be won on the battlefield.” And after the fact that the EU is the leader in the supply of arms,— Polyansky said in an interview with the British online publication UnHerd News. In March, Russian presidential spokesman Dmitry Peskov commented on Kyiv's stated desire to gain EU membership more calmly and did not link the issue to the NATO issue. «European Union— not a military-political bloc,»— pointed out then the representative of the Kremlin.

Ukraine's membership in the EU was discussed at the talks in Istanbul, and in the provisions drawn up by the Ukrainian side, Moscow was asked not to object to Ukraine's aspirations to join the EU. Since then, however, the negotiation process has practically ceased. On May 11, Peskov, commenting on the course of negotiations with the Ukrainian side, said that they were continuing “very sluggishly and ineffectively.”

What are the prospects for Ukraine's entry into the EU

On February 28, President of Ukraine Volodymyr Zelensky signed an application for the country's accession to the European Union, after which the head of the European Commission, Ursula von der Leyen, handed him a questionnaire to start negotiations on this issue. On May 11, the European Commission confirmed that it had received answers to the questionnaire from Kyiv. The official representative of the EC, Eric Mamer, during the briefing, said that the European Commission intends to present its opinion as soon as possible, based on the answers of the Ukrainian side. According to him, this should happen in June.

In turn, French President Emmanuel Macron, speaking in Strasbourg, said that the process of Ukraine's accession to the EU could take years or even decades. “Even if we grant it the status of a candidate country tomorrow— I hope we move quickly to provide it, — even if we did, we all know only too well that the accession process will take several years, in truth, it will probably take several decades. And it's true, unless we decide to lower our accession standards and rethink the unity of our Europe, and in part the principles that we adhere to, — he said.

Ukrainian Foreign Minister Dmitry Kuleba said that if Ukraine does not receive the status of an EU candidate country, this will mean that it has been deceived. “We're not going to put up with this,” — Kuleba said in an interview with the Financial Times.

Why Russia has changed its position

So far, it is impossible to say for sure whether there have really been fundamental changes in the Russian position on Ukraine's accession to the EU, since different points of view have been expressed regarding the interaction between Kyiv and Brussels, Andrey Kortunov, Director General of the Russian International Affairs Council (RIAC), believes. “In any case, this question is a bit theological, since at the moment we are not talking about Ukraine's entry into the European Union in full. We can only talk about including it in the number of candidate countries for entry. We must proceed from the fact that this question cannot yet be put on a practical plane,»,— he concluded.

Over the past two months, it has become clear that Russia and the EU are actually in a state of indirect war, since almost all European countries provide active military assistance to Ukraine, the editor-in-chief of the Russia in Global Affairs magazine told RBC. Fedor Lukyanov. “European countries talk a lot about it. It was in Europe that the point of view was first voiced that Russia should be defeated on the battlefield. Accordingly, Russia decided to no longer make a difference between NATO and the European Union, and the attitude towards Ukraine's integration into any European and Euro-Atlantic structures is negative, — he said. According to Lukyanov, this has little effect on anything. “If the European Union decides to accept Ukraine in some distant future, then it will accept it. Russia clearly shows that it is no longer going to distinguish any nuances in Western politics, — he concluded.

Russia will use the bioweapons convention in the situation with Ukraine

Russia will use Art. 5 and 6 of the Biological and Toxin Weapons Convention. These articles relate to cooperation and the possibility of filing a complaint with the UN Security Council if a convention party violates its provisions

Vasily Nebenzya

Russia will use Articles 5 and 6 of the Biological and Toxin Weapons Convention (BTWC) in launching an investigation about US biolaboratories in Ukraine, Russian Permanent Representative to the UN Vasily Nebenzya said at a meeting of the Security Council.

“Given that the American side refuses any constructive discussion on this topic, we plan to use the mechanisms provided for in Articles 5 and 6 of the BTWC,— said Nebenzya.

He said that the Russian side had already collected “a significant amount of materials” proving that the United States and Ukraine had violated the BTWC, while the collection and analysis of this data would continue, after which they would be submitted to the Security Council for investigation.

According to Art. 5 BTWC, states — the parties to the Convention “undertake to consult and cooperate with each other in the solution of any questions that may arise in relation to the purpose or in connection with the implementation of the provisions of the Convention.”

In Art. 6 of the BTWC states that any party to the Convention that claims a violation of the obligations of its provisions may file a complaint with the UN Security Council. This complaint was to indicate “all possible evidence confirming its validity, and a request for its consideration by the Security Council.”

The fact that on the territory of Ukraine there was a network of 30 biological laboratories that worked on the order of the Pentagon was announced in early March by the head of the troops of radiation, chemical and biological protection Igor Kirillov. According to him, it was, among other things, the collection and export to the United States of strains of dangerous microorganisms and the study of potential agents of biological weapons.

The Investigative Committee of Russia opened a criminal case under Art. 355 of the Criminal Code on the development and production of biological weapons of mass destruction. The head of the department, Alexander Bastrykin, claimed that US funding for biological programs in Ukraine since 2005 has exceeded $224 million.

The US State Department called Moscow's accusations disinformation, and the Pentagon and the White House also rejected them. The head of the US National Intelligence, Avril Haynes, stressed that the laboratories existing on the territory of Ukraine are engaged in biosecurity and research in the field of public health.

Ukrainian President Volodymyr Zelensky also rejected the development of weapons of mass destruction in the country. He said that the laboratories on the territory of the country have remained since the times of the USSR, they are “engaged in ordinary science”, and not military technologies.

On May 12, the first deputy representative of the UN, Dmitry Polyansky, said that Russia demanded a meeting of the Security Council UN to present new evidence of military biological programs in the US biological laboratories in Ukraine.
