  • Russians mobilized for military service who took out a loan or loan before receiving a notice of mobilization;
  • servicemen under the contract, subject to participation in a special military operation on the territory of Ukraine, the LPR or the DPR (SVO), who took out a loan before the day of participation in the SVO;
  • servicemen of the National Guard, military formations, the Foreign Intelligence Service, Federal Security Service, military prosecutor's office, military investigative bodies of the Investigative Committee of the Russian Federation, the federal body for providing mobilization training of state authorities of the Russian Federation, subject to participation in a special military operation on the territory of Ukraine, LPR or DPR, who took out a loan before the day of participation in the SVO;
  • volunteers assisting the Armed Forces of the Russian Federation under a contract who took out a loan before the day the contract was signed;
  • Russians serving in the border agencies on the territory of the Russian Federation, who ensure the conduct of the military defense.

For what obligations can I get credit holidays? 

The draft law specifies a loan agreement, including one secured by a mortgage, and a loan agreement. The main advantage of the new law — there is no limit on credit obligations, payments on which can be suspended. For example, when credit holidays were introduced at the height of the coronavirus pandemic, credit holidays on a mortgage loan could be taken if the loan amount did not exceed 3-4.5 million rubles, the limit on simple loans was also limited.

How to use credit holidays? 

A soldier and members of his family are not required to rush to draw up documents — they have until December 31, 2023. To apply for a loan holiday, the borrower or his relatives need to send to the bank or other borrowing organization an application for a grace period, along with documents confirming the borrower's participation in the SVO. If the document is submitted by relatives, then documents confirming the relationship with the military must also be attached. The bill says that for sending you need to use the notification method that is prescribed in the loan agreement, or the mobile number that the bank provided for communication.

After receiving the documents, the bank must check the information about the military service of the borrower — For this, a request will be sent to the Ministry of Defense. A response from the Office must be received within seven days of receipt of the request.

The applicant may not provide documents on military service — a credit institution is not entitled to demand them until confirmation is received from the Ministry of Defense, but after the approval of the grace period — maybe. If the serviceman did not immediately provide the necessary information, they must be sent to the bank before the end of the credit holiday.

The bank has 10 days to consider the application for a deferment. He must notify the borrower of his decision — it doesn't matter if it is positive or not.

At the end of military service, the bank client must inform the creditor about the end of the grace period. 

When will the loan holiday start? 

A serviceman or a member of his family has the right to determine the date from which the bank will provide preferential lending terms, but not earlier than September 21, 2022. If the applicant did not use his right, the bank considers the beginning of the day when the serviceman sent a request for a deferral.

How much can you not pay on the loan? 

Depending on which category military personnel is a borrower, the bill singled out two options for granting credit holidays: 

  • for the period of mobilization or the period for which the contract was concluded, + 30 days;
  • For the period of participation in the CBO + 30 days.

Is it possible to extend the credit holidays? 

Yes, but only for the period of treatment of a soldier from injuries or illnesses received when participating in the CBO.

Will interest be charged during the loan holidays?

As follows from the text of the bill, military personnel have provided for the lifting of sanctions for late payments or failure to make payments. For delays or missed payments from February 24, 2022, banks should not charge a penalty, and the one that has already been charged can not be paid.

The credit institution is obliged to inform the client about how and how much he will have to pay after the end of the grace period. To do this, no later than the next day after the end of the credit holiday the bank must send the borrower a new payment schedule.

What will happen to the loan in the event of the death of a military serviceman? 

The legislators have provided a number of grounds, upon the occurrence of which the borrower and/or members of his family will no longer be able to pay on the loan (loan) — his obligations will cease:

  • death (death) in the performance of tasks during the period of the CBO;
  • death from injury or illness received while performing tasks during the period of the CBO;
  • recognition as a disabled person of group I due to an injury or illness received during the performance of tasks during the period of the SVO.

The causes of death (death) or the establishment of disability must be confirmed by the conclusion of the military medical commission and (or) federal institutions of medical and social expertise.

Rosreestr intends to change the rules for determining the amount of rent for federally owned land. The Office proposes to abandon the assessment of the market value of land and establish a rent based on their cadastral value. How is the cost of renting state lands now determined?

Rosreestr proposes to amend the “Rules for determining the amount of rent, as well as the procedure, conditions and terms for paying rent for land owned RF" (Established by Decree of the Government of the Russian Federation of July 16, 2009 N 582).

The current version of the document provides that the rent for state-owned land occupied by buildings, structures and objects of construction in progress is determined on the basis of a report on the assessment of the market value of the lease right.

The exception is land that is leased without bidding on preferential terms or for the construction of transport infrastructure facilities, sports facilities, gas pipelines, etc. (indicated in paragraphs 3-5 of the document). In these cases, the lease is calculated on the basis of the cadastral value of the site or in accordance with the rates of Rosreestr.

Thus, the department wants to make a single procedure for determining the cost of rent — based on the approved cadastral value.

Why do they want to refuse the services of appraisers?

According to the Federal Property Management Agency, by March 2022, 8,040 contracts were concluded in the Russian Federation, the rent for which was set ‎based on a report on the assessment of the market value of the right to lease land. The explanatory note to the draft resolution states that usually, when preparing a report, appraisers determine the market value of the site, and then adjust this value for the amount of transferred rights. As a result, the annual lease of the plot is 1.5% or more of its market value.

The authors of the initiative note that conducting an assessment of the market value ‎and the procedures required by law preceding it «unreasonably increases the time for concluding lease agreements». In addition, you have to pay for the services of an appraiser: in 2019-2021, the costs for this amounted to more than ‎45 million rubles.

“The adoption of the draft resolution will simplify and optimize the administration of rent for land plots located ‎in federal ownership, exclude additional procedures ‎when concluding lease agreements for land plots that are ‎in federal ownership», — the explanatory note says.

How do they propose to calculate the amount of rent?

Rosreestr proposes to determine the lease of state lands for the operation of buildings, structures, construction in progress located on them, in the amount of 3% of the cadastral value of these land plots (if the lease agreement is concluded without bidding).

What to do with such messengers? First and  most important — clearly understand what it — the same “saturating terror” that is designed to destroy our state. These are not  children's toys, not a manifestation of psychological deviations in one or two characters, but a fairly mass phenomenon. The audience of such communities in various networks and messengers — these are many tens of thousands of teenagers.

In & nbsp; television talk shows, you can hear, they say, just think, children discuss all sorts of topics, but they splash out aggression and & nbsp; no longer (!) Kill anyone. But when several tens of thousands of young people talk about how they will kill  — this is a very clear signal that they are ready to move from words to actual killings. Of course, all schools and colleges are in the  high-risk zone precisely because of the age and general neuroticism of the students.

As for schools, — often the aggression of terrorists spills out precisely on those institutions where they used to study (this happened in Izhevsk). The reason is that resentments in pathologically neurotic young people become hyper-important, and they look for an opportunity to avenge the pain caused. This becomes the goal of life for them.

Teenagers who are interested in this topic should clearly understand: they do not play, but fall into the category of especially dangerous criminals, terrorists. And in this case, a character who calls himself “god” should be responsible for committing a terrorist attack. I want to note that there is no need to be surprised at anything, because the people of Donbass have suffered enough. I'm not just talking about the people who live in the DNR and LNR. I am also talking about Kherson and Zaporozhye. The population of these territories suffered no less, and today they have come to the conclusion that they will not be better off with anyone than with Russia. The decision of the people living in these territories was predictable, because the Ukrainian authorities did everything to make the population of these territories turn away from it. What pleases most of all is that even real Ukrainians in the majority voted for joining Russia. We can only say: “Welcome home to Russia.”

— Special Forces “Akhmat” and the fighters of the LPR are fighting hand in hand. How do you interact with local fighters?

— From the moment the SVO began on the territory of the LPR, the special forces “Akhmat” worked together with fighters of the 2nd Army Corps of the NM LPR. I want to point out that our units are assault units. We are at the forefront together with the 2nd Corps of the NM of the LPR. We all walked together and are moving forward, standing shoulder to shoulder.

I want everyone to hear why we are fighting so zealously together with the people of Lugansk. Chechnya was the first in Russia to have been ill with this disease of international terrorism, when the republic was flooded with satanic forces. Our people got out of this situation only thanks to the fact that we had such a leader asAkhmat Kadyrov, who managed to find a common language withVladimir Putin. Thanks to this, our people got out of this hole and together with representatives of all the security services of the Russian Federation we put things in order on the territory of Chechnya.

— We have a category of citizens who got scared, while others went to the military registration and enlistment offices themselves. Yesterday, some of these people even came to us as part of the Akhmat special forces. It is important to understand that we do not need mobilized people on the front line. We have a main task. Today we have liberated vast territories that need to be controlled. We need forces and means for this. The mobilized are needed to protect these territories, to stay in our rear areas. They are needed to localize threats that may arise behind our backs. If they come and help us in our work in these territories, and from them we create reserve groups, then this is a major help.

There is no need to be afraid that the mobilized will be sent here. If we put love for the Motherland and God at the head of our every step, then it will be easier for us. I believe that if everyone wakes up and thinks about whether they want their children to go to gay parades? Does he want to be a slave in his country? Does he want values ​​that are contrary to God and human existence to be in his state, and his children grow up among this. If he answers these questions to himself and says, I would not want this, then he simply has to come out to defend our traditional values. 

To all those who are being mobilized today, I can recommend to get all the necessary combat skills as soon as possible and stand on a par with the defenders of our Fatherland and the civilized world. In this case, tomorrow they will be in the ranks of heroes who will honor Victory Day, as our ancestors once did. If they hide abroad or behind the skirts of their wives, how will they live with this further? What will they then apply for? That's the question they need to ask themselves now. 

— Chechnya after so many years of wars — it is a prosperous republic. Will Donbass follow Chechnya's path of recovery?

— I personally experienced all the events of the 90s in Chechnya. I participated in restoring order in the republic as part of Ramzan Kadyrov's team. Restore Donbas — little problem. For us today, the most important — is to defeat the enemy. After there are no representatives of the Ukrofascists on the territory of Donbass, we will restore everything here very quickly. Russia, under the leadership of Vladimir Putin, is determined both to restore order and to allocate forces and means for the restoration of Donbass. There will be a prosperous land where tourists will come.

The population of Russia knows how to build. We know this from our history. After the Great Patriotic War, we were able to rebuild the country in a few years. To do this, we just need to unite and bring it all to life. After our victory, all our current enemy states will still envy us, and their leaders will be judged by their own people.

— Today “Akhmat” helps residents of Donbass with humanitarian aid. Ukrainian propaganda speaks blatant lies about Chechen fighters. Do they do it out of fear?

You and I must understand that «Akhmat» — this is a serious force against which Ukrainians cannot do anything. Where we start to advance, the APU just run and abandon their positions. “The State Duma consists of 450 deputies, half of them are on lists, half are in single-member districts. The elections were last year, the term of office— five years.
