Plot Partial mobilization in Russia

It is specified that at the checkpoint  at the checkpoint “Karauzek” they also began to verify the documents of those leaving with the federal register subject to mobilization and not to release citizens who meet the criteria for conscription and do not have the right to deferment from partial mobilization or permission to leave from the military commissariat.

< p>The authorities of the region also note that a large accumulation of cars at the checkpoint led to a disruption of the life support of the population, since the crossing is not designed for such a load.

Earlier it was reported that in Leningrad Region on the border with Finland a mobile recruiting station has appeared. Summons are handed out to those who are subject to partial mobilization.

The Supreme Court of the Russian Federation clarified the rules for the arrest of things of debtors in rented housing

The Supreme Court of Russia determined that if the debtor lives in rented housing, this does not mean that the furniture belongs to him. Arrest can only be imposed on the debtor's property, writes Rossiyskaya Gazeta.

It is noted that in Yekaterinburg the bailiff arrested a gas stove, a toilet bowl, a mirror, two doors and a chest of drawers in the debtor's rented apartment. The debtor did not agree with this decision and went to court, where he stated that he was renting an apartment, and all the property in it belongs to the owner. In addition, he noted that the disputed property is not a luxury, which means it cannot be arrested.

The first instance sided with the debtor. The district court noted that the bailiff did not provide evidence that the things belonged to the debtor. The appeal agreed with these conclusions in part, deciding that the stove, toilet bowl and doors were arrested illegally, and the mirror and chest of drawers were not essential items and could be replaced with other things that are in the apartment. The court of cassation agreed with the same.

The Supreme Court annulled the decision of the appeal and cassation, leaving the decision of the district court in force. They said that only things belonging to the debtor can be seized.

The Supreme Court has previously said that the employer must explain the denial of employment, otherwise it may be declared illegal.

How will the mobilized be helped with loans?

Russians who have fallen under partial mobilization are worried about their financial obligations to banks: someone has a mortgage, someone has a business development loan — who will pay while they are not working? On September 28, the State Duma approved a draft law on preferential lending terms for those who participate in a special military operation. figured out how credit holidays for military personnel will work after final approval.

Who can apply for credit holidays?

The following can take advantage of the new possibility of deferred payments:

  • Russians mobilized for military service who took out a loan or loan before receiving a notice of mobilization;
  • servicemen under the contract, subject to participation in a special military operation on the territory of Ukraine, the LPR or the DPR (SVO), who took out a loan before the day of participation in the SVO;
  • servicemen of the National Guard, military formations, the Foreign Intelligence Service, Federal Security Service, military prosecutor's office, military investigative bodies of the Investigative Committee of the Russian Federation, the federal body for providing mobilization training of state authorities of the Russian Federation, subject to participation in a special military operation on the territory of Ukraine, LPR or DPR, who took out a loan before the day of participation in the SVO;
  • volunteers assisting the Armed Forces of the Russian Federation under a contract who took out a loan before the day the contract was signed;
  • Russians serving in the border agencies on the territory of the Russian Federation, who ensure the conduct of the military defense.

< p> In addition to the borrowers themselves, members of their families can apply for a loan holiday.

For what obligations can I get credit holidays?

The draft law specifies a loan agreement, including one secured by a mortgage, and a loan agreement. Head of the legal department of Bankrupt-Service LLC; Angelina Vintaykinaexplained to that the future law does not contain any restrictions: “This wording includes car loans, microloans, and other agreements secured by a pledge of property. The main advantage of the new law — there is no limit on credit obligations, payments on which can be suspended. For example, when credit holidays were introduced at the height of the coronavirus pandemic, credit holidays on a mortgage loan could be taken if the loan amount did not exceed 3-4.5 million rubles, the limit on simple loans was also limited.

How to use credit holidays?

A soldier and members of his family are not required to rush to draw up documents — they have until December 31, 2023. To apply for a loan holiday, the borrower or his relatives need to send to the bank or other borrowing organization an application for a grace period, along with documents confirming the borrower's participation in the SVO. If the document is submitted by relatives, then documents confirming the relationship with the military must also be attached. The bill says that for sending you need to use the notification method that is prescribed in the loan agreement, or the mobile number that the bank provided for communication.

After receiving the documents, the bank must check the information about the military service of the borrower — For this, a request will be sent to the Ministry of Defense. A response from the Office must be received within seven days of receipt of the request.

The applicant may not provide documents on military service — a credit institution is not entitled to demand them until confirmation is received from the Ministry of Defense, but after the approval of the grace period — maybe. If the serviceman did not immediately provide the necessary information, they must be sent to the bank before the end of the credit holiday.

The bank has 10 days to consider the application for a deferment. He must notify the borrower of his decision — it doesn't matter if it is positive or not.

At the end of military service, the bank client must inform the creditor about the end of the grace period.

When will the loan holiday start?

A serviceman or a member of his family has the right to determine the date from which the bank will provide preferential lending terms, but not earlier than September 21, 2022. If the applicant did not use his right, the bank considers the beginning of the day when the serviceman sent a request for a deferral.

How much can you not pay on the loan?

Depending on which category military personnel is a borrower, the bill singled out two options for granting credit holidays:

  • for the period of mobilization or the period for which the contract was concluded, + 30 days;
  • For the period of participation in the CBO + 30 days.

Is it possible to extend the credit holidays?

Yes, but only for the period of treatment of a soldier from injuries or illnesses received when participating in the CBO.

Will interest be charged during the loan holidays?

Head of the legal department of Bankrupt-Service LLC Angelina Vintaykina explained to that the draft law does not contain any mention of a moratorium on the accrual of interest under a loan/loan agreement for the grace period. “Regardless of the reasons for granting holidays, credit institutions continue to accrue interest stipulated by the agreement. In fact, the grace period implies two scenarios: you can not make loan payments at all or reduce the monthly payment, that is, the loan term will increase, the payment schedule will change, and the payments themselves will be recalculated after the end of the holidays, taking into account the deposited money and accrued interest for the entire period. , — the lawyer commented.

Legislators propose during the grace period to accrue interest on the amount of the remaining principal debt, which is fixed on the day the holidays are established, to accrue interest at a rate equal to 2/3 of the average market value of the full cost of a consumer loan (loan) in percent per annum (you can see the current value here), but not higher than the interest rate stipulated by the terms of the loan agreement in force before the grace period was established. The exception is mortgage agreements.

As follows from the text of the bill, military personnel have provided for the lifting of sanctions for late payments or failure to make payments. For delays or missed payments from February 24, 2022, banks should not charge a penalty, and the one that has already been charged can not be paid.

How to pay after the end of the loan holiday?

The credit institution is obliged to inform the client about how and how much he will have to pay after the end of the grace period. To do this, no later than the next day after the end of the credit holiday the bank must send the borrower a new payment schedule.

What will happen to the loan in the event of the death of a military serviceman?

The legislators have provided a number of grounds, upon the occurrence of which the borrower and/or members of his family will no longer be able to pay on the loan (loan) — his obligations will cease:

  • death (death) in the performance of tasks during the period of the CBO;
  • death from injury or illness received while performing tasks during the period of the CBO;
  • recognition as a disabled person of group I due to an injury or illness received during the performance of tasks during the period of the SVO.

The causes of death (death) or the establishment of disability must be confirmed by the conclusion of the military medical commission and (or) federal institutions of medical and social expertise.

What is the initiative to lease state land at cadastral value?

Rosreestr intends to change the rules for determining the amount of rent for federally owned land. The Office proposes to abandon the assessment of the market value of land and establish a rent based on their cadastral value. The corresponding draft government decree is published on the portal of regulatory legal acts.

How is the cost of renting state lands now determined?

Rosreestr proposes to amend the “Rules for determining the amount of rent, as well as the procedure, conditions and terms for paying rent for land owned RF" (Established by Decree of the Government of the Russian Federation of July 16, 2009 N 582).

The current version of the document provides that the rent for state-owned land occupied by buildings, structures and objects of construction in progress is determined on the basis of a report on the assessment of the market value of the lease right.

The exception is land that is leased without bidding on preferential terms or for the construction of transport infrastructure facilities, sports facilities, gas pipelines, etc. (indicated in paragraphs 3-5 of the document). In these cases, the lease is calculated on the basis of the cadastral value of the site or in accordance with the rates of Rosreestr.

Thus, the department wants to make a single procedure for determining the cost of rent — based on the approved cadastral value.

Why do they want to refuse the services of appraisers?

According to the Federal Property Management Agency, by March 2022, 8,040 contracts were concluded in the Russian Federation, the rent for which was set ‎based on a report on the assessment of the market value of the right to lease land. The explanatory note to the draft resolution states that usually, when preparing a report, appraisers determine the market value of the site, and then adjust this value for the amount of transferred rights. As a result, the annual lease of the plot is 1.5% or more of its market value.

The authors of the initiative note that conducting an assessment of the market value ‎and the procedures required by law preceding it «unreasonably increases the time for concluding lease agreements». In addition, you have to pay for the services of an appraiser: in 2019-2021, the costs for this amounted to more than ‎45 million rubles.

“The adoption of the draft resolution will simplify and optimize the administration of rent for land plots located ‎in federal ownership, exclude additional procedures ‎when concluding lease agreements for land plots that are ‎in federal ownership», — the explanatory note says.

How do they propose to calculate the amount of rent?

Rosreestr proposes to determine the lease of state lands for the operation of buildings, structures, construction in progress located on them, in the amount of 3% of the cadastral value of these land plots (if the lease agreement is concluded without bidding).

The department wants to leave the size of the lease for the owners of buildings and structures located on the site unchanged, — 1.5% of its cadastral value (but not higher than the amount of land tax).

They want to set the same rental price for unitary enterprises subordinate to the Administration of the President of the Russian Federation.

Will the lease be reviewed , which is calculated according to the old rules?

The draft law states that the lease, which was established based on the results of assessing the market value of the right to lease a land plot before the adoption of the amendments, will subsequently be recalculated. This must occur five years after the rent was determined.

“Combat Brotherhood”: the future of our country depends on partial mobilization

Plot Partial mobilization in Russia

Partial mobilization is aimed at preserving the future of families and the country as a whole. Such an opinion with the City News Agency «Moscow» shared the deputy chairman of the All-Russian public organization of veterans “Combat Brotherhood” Yevgeny Lyapin.

The expert noted that at the present time there is a question about the future of Russia, since Ukraine is supplied with weapons by NATO and the United States, which seek to split our country.

«We, « Combat Brotherhood, all these years we have been facing the consequences of the rehabilitation of the wounded, not only participants and volunteers, but also the residents themselves. And all this clearly speaks of the “hybrid aggression” committed since 2014 and aimed at destroying not only Novorossia, but also our state,” Evgeny Lyapin noted.

Earlier it was reported that the Museum of Moscow was working temporary mobilization point. According to the Commissioner for Human Rights in the capital, Tatiana Potyaeva, no violations were found. The Ombudswoman added that a neurologist, a surgeon and a therapist also work in the same unit. Local residents can undergo a full examination.

Currently, more than 1 thousand operators of the “122 Service” receive calls on questions of partial mobilization. Every day, the service receives several thousand requests from residents of the Russian Federation who want to clarify information on this topic.

In addition, a mobilization point was placed in one of the VDNH pavilions, uniting three Moscow military commissariats: Ostankino, Butyrsky and Babushkinsky . At this recruiting station, mobilized people can go through all the formalities in the “one window” mode.

Advisor to the Minister of the Interior: How to prevent school shootings

Plot Shooting at a school in Izhevsk

Shooting in Izhevsk school once again raised the question for society: who is protecting our children and what should be done to prevent this from happening again?

shared his opinion with aif.ruVladimir Ovchinsky, Adviser to the Minister of Internal Affairs of Russia, Major General of Police, retired, Doctor of Law, Honored Lawyer of the Russian Federation, Honorary Officer of the Ministry of Internal Affairs of the Russian Federation, ex-head of the Russian Central Bureau of Interpol, author of books on fighting organized crime< /strong>:

— Today more than 20 attacks in educational institutions of the country are officially known. Topical questions immediately arise: was it possible to prevent the death of people, especially — children? Should gun laws be tightened? And how are our schools protected? Unfortunately, the questions are not new.

Photo: AGN Moscow

You can talk a lot about the  social and moral-psychological prerequisites that pushed all these criminals to  mass murders. And we are talking about attacks not only in Russia, but and in other countries, including  — USA. They — similar. There were even international terms accompanying these crimes. For example, schoolshooting — armed, shooting, attack on school.

Is it possible to prevent something like this? I would venture to suggest that when certain measures are taken, by and large, & nbsp; & mdash; Maybe. I won't go into small technical details, but all the filth of our youth comes from the internet. In recent years, the number of online communities dedicated to school shooting has increased significantly. And this is a tool for the formation of the so-called “saturating terror” — there is such a term. The phenomenon develops in almost any digital networks. The topic of schoolshooting has almost completely gone from VK to messengers — in the same Telegram, WhatsApp and TikTok. Oddly enough, TikTok is in the first place in terms of the number of materials that respond to schoolshooting hashtags. We always treated it as a childish, that is harmless, network. But recently there has been a sharp surge in the number of publications about schoolshooting — publish full-fledged detailed manuals and step-by-step instructions. They post advertisements for buying uniforms, all sorts of arguments about how to kill the maximum number of people and things like that. That is, a huge amount of materials is aimed at destruction of young people.

What to do with such messengers? First and  most important — clearly understand what it — the same “saturating terror” that is designed to destroy our state. These are not  children's toys, not a manifestation of psychological deviations in one or two characters, but a fairly mass phenomenon. The audience of such communities in various networks and messengers — these are many tens of thousands of teenagers.

In & nbsp; television talk shows, you can hear, they say, just think, children discuss all sorts of topics, but they splash out aggression and & nbsp; no longer (!) Kill anyone. But when several tens of thousands of young people talk about how they will kill  — this is a very clear signal that they are ready to move from words to actual killings. Of course, all schools and colleges are in the  high-risk zone precisely because of the age and general neuroticism of the students.

As for schools, — often the aggression of terrorists spills out precisely on those institutions where they used to study (this happened in Izhevsk). The reason is that resentments in pathologically neurotic young people become hyper-important, and they look for an opportunity to avenge the pain caused. This becomes the goal of life for them.

Teenagers who are interested in this topic should clearly understand: they do not play, but fall into the category of especially dangerous criminals, terrorists. And in this case, a character who calls himself “god” should be responsible for committing a terrorist attack. If we thus — tough enough — we will evaluate each such case, it will reduce the agility of exalted young people.

” height=”425″ width=”640″ style=”display: block;” />

Photo: AGN Moscow

Another important tool for counteracting destructive digital network associations is monitoring the network activity of specific intruders and the persons involved by them. There is Article 64 of the  Law on Communications», which establishes the obligations of telecom operators and  restriction of the rights of users of communication services when conducting ORM, measures to ensure security of the Russian Federation and implementation of investigative actions. That is, all these potential killers can be tracked by their revelations on the phone and in social networks. And you don need to stand on ceremony with them — the law allows. Of course, in order to avoid excesses, psychoanalysts, investigators and lawyers should study this chatter.

Another sore point: is it necessary to tighten once again the legislation in the field of arms trafficking? I think no. All the necessary measures to strengthen control of the acquisition of weapons have already been taken. Main task — make sure that they are fully implemented. In this connection requires the personal responsibility of persons who have not adequately performed their tasks. It is necessary to switch to  electronic records of calls to doctors, so that when issuing a hunting license or selling weapons, the competent authorities can see the entire medical history and  deviations of a particular person.

Well and, of course, no one removes responsibility for weak protection of the perimeter of schools and universities. More and more money is spent on protection every year, and the efficiency of does grow. The current security is definitely more expensive than the caretaker grandmother, but so far, unfortunately, it is far from always better.

The commander of the special forces “Akhmat”: “The mobilized will cover our rear”

Plot RF special operation in Donbass and Ukraine

Aide to the head of ChechnyaRamzan Kadyrov for the security unit, commander of the special detachment “Akhmat” Apti Alaudinov in an interview with about what awaits the mobilized Russians in Donbass and why the population of the liberated territories chose to be with Russia.

Ramzan Kadyrov's assistant Apti Alaudinov — one of the few well-known Russian politicians who spent most of the special military operation in the Donbass. Moreover, during the liberation of the LPR and the capture of Severodonetsk, Apti was constantly next to the Akhmat special forces soldiers. So this time we met the already legendary Chechen commander near Lugansk and simply could not help but ask him a few questions about the course of the NVO, mobilization and the past referendum.

— Apti, how do you like the results of the referendum?

— I want to congratulate the people of Donbass on the completion of the referendum. They have been going to this for a long time. Only legal formalities remained. I want to note that there is no need to be surprised at anything, because the people of Donbass have suffered enough. I'm not just talking about the people who live in the DNR and LNR. I am also talking about Kherson and Zaporozhye. The population of these territories suffered no less, and today they have come to the conclusion that they will not be better off with anyone than with Russia. The decision of the people living in these territories was predictable, because the Ukrainian authorities did everything to make the population of these territories turn away from it. What pleases most of all is that even real Ukrainians in the majority voted for joining Russia. We can only say: “Welcome home to Russia.”

— Special Forces “Akhmat” and the fighters of the LPR are fighting hand in hand. How do you interact with local fighters?

— From the moment the SVO began on the territory of the LPR, the special forces “Akhmat” worked together with fighters of the 2nd Army Corps of the NM LPR. I want to point out that our units are assault units. We are at the forefront together with the 2nd Corps of the NM of the LPR. We all walked together and are moving forward, standing shoulder to shoulder.

I want everyone to hear why we are fighting so zealously together with the people of Lugansk. Chechnya was the first in Russia to have been ill with this disease of international terrorism, when the republic was flooded with satanic forces. Our people got out of this situation only thanks to the fact that we had such a leader asAkhmat Kadyrov, who managed to find a common language withVladimir Putin. Thanks to this, our people got out of this hole and together with representatives of all the security services of the Russian Federation we put things in order on the territory of Chechnya.

< iframe width="560" height="315" src="" frameborder="0" allowfullscreen>

Based on our experience, we can show how this is done. Demonstrate how the components should be adjusted in order to restore order in these territories. Due to the fact that we started preparing and resisting all these shaitans earlier than others, we have more experience in fighting against satanic units.

Pain of Donbass — this is the common pain of the Russian population. We know we're in a holy war. And this war would not have been possible only by the forces of the units of the Chechen Republic, if our Orthodox brothers had not stood shoulder to shoulder with us. All scriptures indicate that we will win this war. This war is common to all who love their Motherland, who associate their future with it. Special Forces “Akhmat”, the army of the Russian Federation and units of the DPR and LPR — this is one common force that must crush the army of Antichrist, who has gone to war against us.

— Mobilization took place in Russia. Will it help you achieve your goals?

— We have a category of citizens who got scared, while others went to the military registration and enlistment offices themselves. Yesterday, some of these people even came to us as part of the Akhmat special forces. It is important to understand that we do not need mobilized people on the front line. We have a main task. Today we have liberated vast territories that need to be controlled. We need forces and means for this. The mobilized are needed to protect these territories, to stay in our rear areas. They are needed to localize threats that may arise behind our backs. If they come and help us in our work in these territories, and from them we create reserve groups, then this is a major help.

There is no need to be afraid that the mobilized will be sent here. If we put love for the Motherland and God at the head of our every step, then it will be easier for us. I believe that if everyone wakes up and thinks about whether they want their children to go to gay parades? Does he want to be a slave in his country? Does he want values that are contrary to God and human existence to be in his state, and his children grow up among this. If he answers these questions to himself and says, I would not want this, then he simply has to come out to defend our traditional values.

To all those who are being mobilized today, I can recommend to get all the necessary combat skills as soon as possible and stand on a par with the defenders of our Fatherland and the civilized world. In this case, tomorrow they will be in the ranks of heroes who will honor Victory Day, as our ancestors once did. If they hide abroad or behind the skirts of their wives, how will they live with this further? What will they then apply for? That's the question they need to ask themselves now.

— Chechnya after so many years of wars — it is a prosperous republic. Will Donbass follow Chechnya's path of recovery?

— I personally experienced all the events of the 90s in Chechnya. I participated in restoring order in the republic as part of Ramzan Kadyrov's team. Restore Donbas — little problem. For us today, the most important — is to defeat the enemy. After there are no representatives of the Ukrofascists on the territory of Donbass, we will restore everything here very quickly. Russia, under the leadership of Vladimir Putin, is determined both to restore order and to allocate forces and means for the restoration of Donbass. There will be a prosperous land where tourists will come.

The population of Russia knows how to build. We know this from our history. After the Great Patriotic War, we were able to rebuild the country in a few years. To do this, we just need to unite and bring it all to life. After our victory, all our current enemy states will still envy us, and their leaders will be judged by their own people.

— Today “Akhmat” helps residents of Donbass with humanitarian aid. Ukrainian propaganda speaks blatant lies about Chechen fighters. Do they do it out of fear?

You and I must understand that «Akhmat» — this is a serious force against which Ukrainians cannot do anything. Where we start to advance, the APU just run and abandon their positions. They are being taken prisoner. They do everything to survive in this situation. Ukraine, on the other hand, is doing everything to influence the population, which is why it is trying to intimidate the liberated cities with Akhmat fighters. You and I know that all the settlements liberated by the Akhmat fighters immediately received humanitarian aid from the Akhmat Kadyrov fund. The population already knows that where the Akhmat special forces work, our humanitarian fund also works there.

This is reported by the publication EUObserver, which got acquainted with the internal documents of the EU on the preparation of sanctions. The EU Commission and the Foreign Service put forward these ideas on September 28 in response to “Russia's plan to annex parts of Eastern Ukraine.” after the referendums.

Sanctions will hit ALROSA but spare the rest of Russia's diamond mining sector, the newspaper writes. It also contains a ban on imports of Russian vodka, caviar, cigarettes and cosmetics.

Dugin was listed because he called on Russian President Vladimir Putin to create a “Russian-dominated totalitarian Eurasian empire that includes Ukraine by historical , religious and geographical reasons».

The list also includes artists Yulia Chicherina, Oleg Gazmanov and Nikolai Rastorguev, who supported Russia's actions in Ukraine.

Most of the 29 individuals who are planned to be included in the sanctions list— these are “little-known officials” who participated in the organization of referendums.

The proposals are due to be discussed by EU ambassadors and a final decision made on Friday, September 30.

The Foreign Ministry said that the emergency at Nord Stream occurred in the US intelligence zone

Russian Foreign Ministry: Nord Stream accidents occurred in the US intelligence zone Maria Zakharova explained that the accidents occurred in the exclusive economic zones of Denmark and Sweden, and these are “NATO-centric countries” that are completely under the control of US intelligence

Accidents at the Nord Stream gas pipelines and Nord Stream 2 took place in a zone controlled by American special services, Russian Foreign Ministry spokeswoman Maria Zakharova said on the air of Solovyov.Live.

“[Sweden and Denmark, whose special economic zones have been leaked]— these are the most NATO-centric countries. These are the countries that are stuffed with American weapons, these are the very countries that are completely controlled by the American special services, are absolutely and definitely under the control of the special services of the United States of America, which are completely— I emphasize, completely— control the situation there, — she is convinced.

In response to Vladimir Solovyov’s question about whether Moscow was ready to blame the United States for what had happened, Zakharova said: “Here we are not talking about readiness, here we are talking about the beginning of a big job.”

< p>The incident, which became known on September 26, resulted in at least four leaks on both pipes. The Kremlin has not previously ruled out that sabotage could lead to accidents. Seismologists in Denmark and Sweden, in whose exclusive economic zones damage was recorded, reported powerful explosions in the area of the incident.

The Russian Embassy in the United States stated the need for a thorough and objective investigation of the accidents and noted that the destruction of Russian gas pipelines is beneficial for Washington. The diplomatic mission also recalled the American warships that were at the site of damage to Russian infrastructure the day before the incident, and the promise of United States President Joe Biden to “put an end” to Nord Stream 2 in case of “invasion” Russia to Ukraine.

The words of the American leader were also recalled by the representative of the President of Russia Dmitry Peskov. After that, the White House clarified that Biden promised not to destroy Nord Stream 2, but only to prevent its commissioning. Zakharova found this indication unconvincing: in her opinion, in the words of the representatives of the American administration, “there was a clear threat from official Washington, including one reinforced by the president's statement about the termination of this project.”

Former Polish Foreign Minister Radoslaw Sikorski posted a photo from the scene on Twitter after the accident on gas pipelines and wrote: “Thank you, USA.” Zakharova, in response, asked if these words could be interpreted as an official statement about a terrorist attack.

After the emergency, the German publication Spiegel reported, citing sources, that a few weeks earlier, the US CIA had warned Berlin about potential attacks on gas pipelines in the Baltic sea.

According to her, as part of the entry ban, exceptions will be provided

< /p>

The Finnish border will be closed to Russians on the night of Thursday to Friday, September 30, according to the Helsingin Sanomat newspaper, citing sources.

This information was previously agreed upon, the newspaper writes. The rules will come into force if they are not changed at today's government meeting, which will begin at 13:00 (coincides with Moscow).

According to Helsingin Sanomat, entry restrictions will resemble those that were in effect in Finland during the coronavirus pandemic. Entry will be denied to citizens of Russia, however, an exception will be made for certain categories. According to the newspaper, entry will be allowed to those who intend to visit close relatives, those who enter for the purpose of study, work, within the framework of diplomatic missions, and oppositionists of the current government of Russia will also be allowed to enter.

“In practice, the border will be closed only for tourists»,— the paper explains.

According to her, the circumstances of the entry of each Russian will be considered individually.

On September 21, it became known that Finland is preparing to introduce a complete ban on the entry of Russians. On the same day, President Vladimir Putin announced a partial mobilization in Russia.

Later, the number of people leaving for Finland from Russia reached a record: from 06:00 on September 25 to 06:00 on September 26, the maximum number of cars crossed the border this year.

“Finland does not want to be a transit country, even for Russians with Schengen visas issued by other countries, and now we want to control this traffic,”— said Foreign Minister Pekka Haavisto.

Two days later, President Sauli Niinistö confirmed that Helsinki had made a decision in principle to restrict the entry of Russians and the issuance of visas to them, as this causes “serious damage to the international position of Finland.”

Against this background, the Finnish border guards proposed to put up a fence in the southeastern part of the border with Russia, fencing about 10–20% of the 1.3 thousand km long border.

The Russian military took control of Kupyansk on February 27, after the outbreak of hostilities in Ukraine. Volodin announced the absence of a travel ban during partial mobilization

Volodin: the movement of citizens registered with the military does not require permission Prior to this, he, referring to the law “On mobilization”, said that those liable for military service can leave their place of residence only with the permission of the military registration and enlistment offices. Now the Ministry of Defense has clarified that this rule is not currently applied, Volodin explained “(max-width: 320px) and (-webkit-min-device-pixel-ratio: 2), (max-width: 320px) and (min-resolution: 192dpi)” >

< img class="aligncenter" src="" alt="Volodin stated that there was no travel ban in case of partial mobilization" />< /p>

The Ministry of Defense explained that with partial mobilization, the norm of the law “On mobilization preparation and mobilization” on the ban on the departure of persons liable for military service without the permission of the military registration and enlistment office does not apply, said the speaker of the State Duma Vyacheslav Volodin.

Earlier on Thursday, he said that although conflicting information about travel restrictions was published on various information resources, the federal law on mobilization should be guided. It says that citizens registered with the military cannot leave their place of residence without a certificate from the military commissariat.

Senator Andrei Klishas then wrote on his Telegram channel that, according to the law “On the procedure for leaving the Russian Federation and the procedure for entering the Russian Federation”, the ban applies only to those who have already received a summons. This document does not provide for restrictions during the period of mobilization for persons registered in the military but not yet called up for service. “If such a person left the Russian Federation during the period of mobilization, he violated the Federal Law “On mobilization …”, but did not violate the Federal Law “On the procedure for leaving the Russian Federation …”, — Klishas explained.

President Vladimir Putin, announcing partial mobilization, clarified in the corresponding decree that the draft would be carried out in accordance with the federal law “On mobilization”. However, the Ministry of Defense subsequently stated that partial mobilization does not provide for restrictions on the movement of citizens. The absence of a travel ban was discussed in the State Duma Committee on Defense and Rostourism. The government website “Explaining.rf”, which published, in particular, explanations on the topic of partial mobilization, also provides information about the absence of restrictions.

According to the head of the HRC Valery Fadeev, restrictions on the exit of people from Russia, who did not receive a summons would violate human rights.

At the same time, in some regions (for example, in the Omsk, Voronezh, Lipetsk regions), after the announcement of mobilization, the authorities imposed restrictions on the movement of those liable for military service. In the Kursk region, such a ban was lifted a few days after the introduction.

After the entry of the DPR, LPR, Kherson and Zaporozhye regions into Russia, deputies from these regions may appear in the Duma no earlier than 2026, the first deputy head of the United Russia faction told TASS. Dmitry Vyatkin.

According to Vyatkin, “deputies of various factions who will be appointed there” will work in these territories until the next elections.

The situation is different with the upper chamber, the deputy noted.

“Everything that concerns the Federation Council, the number of members of the Federation Council is determined based on the number of subjects of the Russian Federation. If we have four new constituent entities, without naturally running ahead, then state authorities, heads of the highest executive body, heads of the territories of these constituent entities and the legislative bodies of these constituent entities can appoint senators from these territories, — said Vyatkin.

Referendums on joining Russia were held in the DPR, LPR, Kherson region and part of the Zaporozhye region from September 23 to 27.

NATO called the damage to the Nord Streams a sabotage

The press service of the North Atlantic Alliance has published a special statement on the situation with the gas pipelines of the Nord Stream system. It says that the position of the block is shared by the invited members of the alliance

Damage of Nord Stream 1 gas pipelines and Nord Stream 2 are a deliberate sabotage, according to NATO. This is stated in a press release published on the website of the North Atlantic Alliance.

“All currently available information indicates that this is the result of deliberate, reckless and irresponsible acts of sabotage. These leaks pose risks to shipping and cause significant damage to the environment. We support ongoing investigations aimed at establishing the origin of the damage,— the message says.

“Any deliberate attack on critical Allied infrastructure will be met with a unified and decisive response,”— NATO assured.

About the unprecedented destruction on two gas pipelines of the company «daughter» “Gazprom” Nord Stream AG said Tuesday morning, September 27th. “The destruction that occurred on the same day simultaneously on three strings of the offshore gas pipelines of the Nord Stream system is unprecedented,” the company said in a statement. The pressure dropped sharply in branch A of the Nord Stream 2 gas pipeline and in both lines of Nord Stream 1.

Seismologists in Denmark and Sweden recorded powerful explosions in areas where there were leaks from the Nord Stream gas pipeline. The Swedish Coast Guard on the morning of September 29 reported that a fourth leak had been discovered on gas pipelines, with two of the four leaks occurring in the exclusive economic zone of this country.

Russia intends to convene a meeting of the UN Security Council in connection with the “provocations” in relation to the Nord Stream 1 gas pipelines; and Nord Stream 2.

German security authorities launched an investigation. According to Der Tagesspiegel sources, two main versions are being considered— that it could have been an operation by Ukrainian forces or a Russian operation carried out under a “false flag”.

The Kremlin called the assumptions about Russia's involvement in the accidents “predictably stupid.” Both lines of Nord Stream 2 filled with gas, all systems are ready for pumping, and this gas is very expensive. <…> And now this gas is escaping into the air, — said the press secretary of the President Dmitry Peskov. At the same time, the Kremlin did not make any specific accusations, stating that a thorough investigation is needed.

Russian Foreign Ministry spokeswoman Maria Zakharova said that the accidents on gas pipelines occurred in an area controlled by US intelligence agencies. According to her, Sweden and Denmark, in whose special economic zones the accidents occurred, are “stuffed with American weapons”; and the situation there is “totally controlled by American intelligence agencies.”

However, she did not directly blame the United States. “Here we are not talking about the readiness [to accuse], here we are talking about the beginning of a big job,” Zakharova noted.
