Iran and the United States are ready to resume negotiations on the lifting of sanctions

The stalemate between Tehran and Washington on the nuclear deal has broken its stalemate

The stalled talks on the Iran-US nuclear deal may soon resume. The head of the EU foreign policy department said that the stalemate was broken after a meeting with the foreign minister of the Islamic Republic in Tehran. The topic of lifting sanctions against Iran is becoming relevant again.

Photo: AP

Josep Borrell, EU foreign policy chief, said that negotiations on a nuclear deal with Iran will resume, which will prevent a complete failure of the agreement, which could provoke a nuclear arms race in the Middle East.

According to The Guardian, after meeting with Iranian Foreign Minister Hossein Amir-Abdollahian in Tehran, Borrell said the deadlock that had stalled talks on resuming the nuclear deal since March had broken. Borrell did not give details on the exact date for the resumption of talks or the exact format, but said the process took place with the consent of Iran and the US. He also met with Iranian national security chief Ali Shamkhani.

Previous talks have floundered, although most aspects of the US return to the nuclear deal have been settled. However, US President Joe Biden was unwilling to accept Iran's demand to lift sanctions on the Islamic Revolutionary Guard Corps (IRGC) by ending its status as a “foreign terrorist organization”.

At a joint press conference in Tehran, Amir-Abdollahian said: “We are ready to resume negotiations in Vienna in the coming days.”

The Iranian minister expressed hope that the US “this time” will adhere to a “realistic and fair approach”; and give Iran the full economic benefits of the 2015 nuclear deal, known as the Joint Comprehensive Program of Action (JCPOA). In 2018, Donald Trump announced that he would impose the “highest level of economic sanctions” ever. against Iran and withdrew the US from the international agreement on the nuclear deal.

The Iranian foreign minister said he had conducted “detailed, precise and profound” talks with Borrell about negotiations to revive the JCPOA, adding: “We are going to break the deadlock in the Vienna talks and put an end to the tensions that have existed in recent days.” the UN inspectorate has lost almost all effective access to Iran's nuclear facilities. Tehran reacted to a vote of no confidence earlier this month by the board of the International Atomic Energy Agency by shutting down some cameras at its facilities, undermining “continuity of knowledge”; UN on Iran's nuclear activities.

Many regional observers remain doubtful that a deal will be reached, but the conflict in Ukraine did not provide Tehran with unexpected economic benefits, as Russia offered its oil to China at a reduced price, crowding out Iran from key markets, writes The Guardian. According to Hamid Hosseini, President of the Oil and Gas Exporters Union of Iran, Iran's oil exports to China fell by 34% as of May.

NYT learned about the work of the “network of commandos and spies” of the United States in Ukraine

According to the newspaper, CIA officers are secretly working in Ukraine, collecting intelligence, which the US authorities then pass on to Kyiv. Washington's allied commandos are also operating in the country, according to its sources

Ukraine is helped by a “network of commandos (special forces” RBC) and spies” The United States and other NATO countries, they operate both in Ukraine and abroad, writes The New York Times, citing American and European officials.

According to her, in the country, mainly in Kyiv, secretly operate CIA officers who collect intelligence. Washington then shares them with the Ukrainian authorities.

Also in Ukraine are special forces from other NATO countries, including the UK, France, Canada and Lithuania, writes NYT. “The United States withdrew its 150 military instructors prior to the outbreak of war in February, but these allied commandos either remained or have since moved in and out of the country, training and advising Ukrainian troops, providing a land channel for arms supplies and other assistance.” ..>»,— notes the publication with reference to three US officials.

The commandos are not on the front line, but advise the Ukrainian military remotely from headquarters, including passing intelligence, writes the NYT.

However, most of the work is carried out outside Ukraine, including at military bases in Germany, France and Great Britain.

After the start of the Russian military operation in Ukraine, the 10th Special Operations Group of the US Army created a coalition to coordinate assistance to the Ukrainian military. Now it includes 20 countries, the coalition operates in Germany.

In the United States, dozens of people were detained at protests against the decision to ban abortion

At least 25 people were detained in New York during a protest against the decision of the Supreme Court to abolish the right to abortion.

According to the New York Post, they took to the streets about 17 thousand people. Many carried placards and also chanted “My Body – my choice.

ABC7 TV channel reports that in Los Angeles there were clashes between the police and protesters who threw pyrotechnics and other objects at law enforcement officers. Dozens of people have been detained. In Arizona, the police had to use tear gas to disperse the crowd.

The right to abortion has been in effect in the United States since 1973. On the eve of the Supreme Court of the country overturned this decision and thus gave the opportunity to individual states to make their own rules. Nearly half of the 50 states now plan to ban or significantly restrict abortion in their territories.

President Joe Biden condemned the decision, saying it “sets America back 150 years.”

Biden announced the transfer of the United States “150 years ago” because of the decision on abortion

Biden: Supreme Court decision to repeal abortion right set US back 150 years Supreme Court decision to overturn 1973 abortion right ruling is a 'tragic mistake' that literally set the US back 150 years, Joe Biden says

Joe Biden

The U.S. Supreme Court's decision to overturn a 49-year-old ruling that federally guaranteed the right to abortion is a “tragic mistake”; and “pursuing an extremist ideology,” said US President Joe Biden.

In his opinion, the court did not restrict, but took away a right that matters to a large number of Americans. “The Supreme Court has unequivocally taken away from the American people a constitutional right they already recognized. They just took him. This has never been done with a right that is so important to so many Americans, — he noted.

Biden pointed out that this decision endangers the health and lives of women.

“The Court literally took America back 150 years. In my opinion, this is a sad day for the country, but this does not mean that the fight is over,— he emphasized. Biden urged voters in November to vote for members of Congress who would be willing to include abortion protection in legislation.

The President of the United States also recalled that if a woman lives in a state that restricts abortion, then the decision of the Supreme Court does not prohibit her from traveling to a state where abortion is allowed.

Leaders of other countries also reacted to the decision of the US Supreme Court. Thus, French President Emmanuel Macron expressed solidarity with American women, whose freedoms are “infringed”.

British Prime Minister Boris Johnson expressed regret over the decision of the US Supreme Court. He considered it “a big step back” and emphasized that he had always believed in the right of women to choose.

Earlier on June 24, the U.S. Supreme Court overturned a 49-year-old Roe v. Wade ruling that federally guaranteed the right to abortion.

Five of six Republican judges voted to overturn, while how Chief Justice John Roberts and three Democratic Justices opposed.

Roe v. Wade listened to in the 1970s in Texas. Norma McCorvey, under the pseudonym Jane Roe, filed a lawsuit in the district court, because Texas laws did not allow her to have an abortion. The defendant was District Attorney Henry Wade. The case went to the Supreme Court, which ruled in favor of Roe, acknowledging that a woman can terminate a pregnancy of her own free will until the fetus becomes viable.

Thus the court legalized abortion at the federal level, the states lost their ability to forbid. Missouri became the first state to return the ban on abortion after the decision of the Supreme Court.

Thailand extradited a Russian to the United States after the decision to extradite him to Russia

Dmitry Ukrainsky in the United States is accused of embezzling $ 30 million. The Thai authorities, where he was detained in 2016, approved the extradition of the Russian to both Russia and the United States. His wife informed human rights activists about the extradition of the Ukrainian to the USA

The Thai authorities have extradited Russian citizen Dmitry Ukrainsky to the United States, who is accused of embezzling funds from American citizens with subsequent legalization in Thailand, TASS reports citing Ivan Melnikov, deputy chairman of the Russian branch of the International Committee for the Defense of Human Rights.

The human rights activist told the agency that Ukrainskiy's wife turned to him with a letter about the violation of her husband's rights. “Her husband was extradited from Thailand on June 16, 2022, despite two conflicting rulings from the Kingdom of Thailand to extradite him to the United States and simultaneously to Russia and an additional trial, in an atmosphere of extreme secrecy, which was more like a kidnapping.” ,— explained Melnikov.

He stressed that, according to the protocol to the consular convention between Russia and the United States of 1964, when a Russian was detained or arrested, the consular person should have been notified of this within three days, but this did not happen. Therefore, Melnikov asked US Attorney General Merrick Garland to provide Russian diplomats with information about the places of detention of Ukrainian in custody and the charges against him and arrange a meeting with the consul for him.

RBC sent inquiries to the press services of the Thai police and the Russian embassy in Thailand and turned to Ivan Melnikov for comment.

Ukrainian was arrested in Pattaya in 2016 at the request of the FBI. The authorities of the kingdom sentenced him to 10 years in prison. In the summer of the same year, the Russian side turned to the Prosecutor General's Office of Thailand with a request to extradite Ukrainian. The Ministry of Foreign Affairs sent a note to the kingdom about the inadmissibility of the extradition of a Russian to the United States.

In 2017, the court approved his extradition to Russia, and in 2019, the Thai authorities allowed the extradition of the Russian to the United States. The court concluded that the hacker group to which the accused belonged stole more than $30 million from the cards of citizens of the United States, Australia, Japan, Italy, Great Britain and Germany. US authorities have been investigating the Russian since 2014, when they discovered several suspicious transfers of funds to Thai accounts. Ukrainian denies his guilt.

Assessed the prospects of the Republican bid for the secession of Texas from the United States

Local separatism called 'polarization on steroids'

Texas Republicans at their convention this weekend called for a referendum to determine whether the state should “reclaim its status as an independent nation.” This is not the first time that some Texans are in favor of secession from the Lone Star State and the formation of an independent state. Let's try to figure out how great the Texas separatists' chances of success are this time.

Photo: AP

Texas Republicans want to secede from the US. Can they do it? “The federal government has violated our right to local self-government. Therefore, federal legislation that violates the rights of Texas under the 10th Amendment should be ignored, opposed, rejected and repealed, ”says the political platform approved by delegates to the Texas Republican party convention.

According to the Independent, calls for secession are nothing new in Texas. After all, this is a state that prides itself on its independence. But do separatists stand a chance in an age of heightened polarization?

Darrell M. West, director of governance research at the Brookings Institution, thinks that's unlikely to happen any time soon.

“There are people in Texas who don't like the direction the United States is headed on a wide range of issues, including immigration, gun control, climate change. But it's one thing to complain about the national government, and another to chart your own course,” he comments to the Independent. “Once they get into it, they will discover how difficult it is. Will Texas need to develop its own currency? Will he have his own army? Will people need a passport to travel from Texas to Oklahoma? And, of course, there is the question of whether the nation will really allow Texas to secede.”

The answer to the last of these questions was already given by the US Supreme Court more than 150 years ago, after several difficult decades that marked the state's youth. As the Independent recalls, Texas was part of Mexico until it gained independence in 1836. It was an independent nation for nine years before joining the United States. Then, in 1861, Texas seceded from the US in solidarity with the “fraternal slave states” and formed the Confederacy, which started the American Civil War.

Even before the end of the Civil War, the Supreme Court declared secession illegal. In Texas v. White of 1869, the court ruled that states could not secede unilaterally and nullified Texans' efforts to secede from the American federation. The state was reunited with the United States in 1870 at the end of the Civil War.

However, some Texans in the Republican-dominated state are holding out hope of choosing their own path again. According to Darrell West, these calls become louder when the White House is occupied by a Democrat. But today the national political atmosphere also plays a role.

“This is the logical culmination of political polarization. There has just been a sharp increase in our internal divisions, and people do not trust each other. Secession is essentially polarization on steroids,” says the expert.

“It just tells us what a perilous time we live in. Crazy ideas that used to be on the fringes are now on party platforms,” adds West.

Dreams of secession are not exclusive to Republicans. When Donald Trump was elected in 2016, the securely Democratic state of California also toyed with the idea of secession—the so-called “Kaliaxite.”

Richard Kreitner, author of Break It Down: Secession, Division, and the Secret History of America's Imperfect Union ”, says that although the secession of any state seems a distant prospect today, this does not mean that it will never happen.

“It is quite expected that a party that has been deprived of power in its largest state will think about secession, as liberals did in the largest Democratic state (California) under Trump,” he says. “However, with each presidency, the flirtation with secession, so to speak, has come closer and closer to completion.”

Kreitner argues that the frequent calls for secession from both sides should cause some soul-searching in Americans.

>

In any case, according to Darrell West, it may soon be time for Democrats to think about leaving again. The next few years will likely mark a shift in power from Democrats to Republicans due to institutional imbalances in the Electoral College and the historic precedent of the midterm elections.

“It would actually be shortsighted for Texas to try to leave now, because By all indications, Republicans are poised to do well in 2022 and possibly even 2024. be at the head of the country. Other people may grow dissatisfied with conservative dominance,” West says.

For Kreitner, the “signal” from the Texas Republicans heralds more serious problems with the American political system: “It confirms what we all already know namely, that we have a completely non-functional political system, completely out of step with the challenges that our society faces, and that unless there is some kind of constitutional breakthrough that leads to a more intelligent top-to-bottom recycling, someone will eventually will decide that it is better for them to leave and go about their business.

Mercenaries from the United States spoke about the “chaos” in the battle near Kharkov

“More than a hundred infantrymen advanced on our positions”

A former American soldier who fought on the side of the Armed Forces of Ukraine spoke in an interview with CNN about the battle, which he witnessed on June 9 near Kharkov, when two US mercenaries Andy Huyn and Alexander Druke were captured. The channel's interlocutor also spoke about the numerical superiority of the Russian military.

Photo: Global Look Press

A man named Pip reported that his unit was sent on a mission east of Kharkov, where a full-scale Russian armored offensive was underway. The group was forced to retreat quickly as more than 100 Russian infantry went on the attack. When asked about what happened to Huyn and Druke, Peep replied that he did not have this information.

Another mercenary who participated in the battle, acting as a sergeant, told that there was “absolute chaos” that day. “Our positions were attacked by more than a hundred infantrymen. We had a T-72 that opened fire from a distance of 30-40 meters,” the man shared the details.

Meanwhile, the United States is unable to confirm the location of the third mercenary to go to Ukraine, U.S. Marine veteran Grady Kurpasi, who retired last November. “We don’t know where they are, but I want to reiterate: Americans should not go to Ukraine now,” US President Joe Biden said.

On June 15, it was reported that Russian army soldiers were taken prisoner near Kharkov two American mercenaries who took part in the armed conflict on the side of Ukraine. According to data published by The Telegraph, 39-year-old Druke and 27-year-old Huyn are considered the first Americans captured.

Huyn, in particular, said that he was part of a detachment that belonged to the reconnaissance battalion. After receiving the order to retreat, he and his colleague walked through the forest belt for a long time, and then decided to surrender to the Russian military.

The American security expert Alex Batley, in an article for 19Fortyfive, called the Caliber high-precision missiles deadly and accurate weapons.

Batley also stressed that nuclear and non-nuclear submarines, frigates and larger warships are equipped with such missiles.

Slavery in the United States: leave can not be banned. Where is the comma placed?

160 years ago, June 19, 1862, US President Abraham Lincolnsigned a document that is considered to be sometimes “great”, sometimes “historically important”, and sometimes “fateful”. A law developed and approved by the US Congress was sent to for to signature. This law prohibited “slavery now and henceforth in” all present and future territories of the United States.

Is the patient not dead?

This impressive rhetoric can indeed lead to the thought that the document is fateful. It may even seem that everything else was already a matter of technology, and the final lid came to slavery. It says    on all present and future territories”, and also “From now on henceforth”!

However, the real situation with slavery in the United States is best described by a quote from the cult Soviet film “Office Romance”: "Bublikov died… And then he did not die. Will will die again — unknown…" Yes Yes exactly. Slavery was abolished and banned more than once, and for a long time it was somehow not abolished and not prohibited. Moreover, some subtleties allow us to believe that this most disgraceful public institution, like Bublikov, still did not die. Well, at least can easily rise from the ashes and come back legally.

In general, the same gap between the loudly proclaimed intention and the reality “in” all the current and “future territories of the United States” sometimes so great that there is a temptation to declare these proclamations cold-blooded lies and hypocrisy. A classic example — Vermont, which, in fact, set the direction for & nbsp; & nbsp; & nbsp; eradication of slavery. It was started for health. In 1777, Vermont, then quite an independent republic, adopted a Constitution that stated: “All men are born equally free and independent, and have natural and inalienable rights by which they may defend their lives and liberty. .. No man born in this country or coming from across the sea can be a slave or ward of another person after he reaches the age of 21 years. The same applies to women who have reached the age of 18.

It sounds perfect. That's just in  1790 year, a year before the entry of Vermont into the United States on state rights and 13 years after the adoption of the Constitution, in the free republic» there were 16 & nbsp; officially registered slaves. How many of them really bent their backs on the owners — God knows.

Slaves on a plantation in South Carolina, 1862 Source: Public Domain

Who crawled into the loophole?

However, there are questions about the formula of the Constitution. Suppose adult slavery was abolished. And what about kids, teens and young adults? Completely incomprehensible. Either they were simply forgotten, or they deliberately left a loophole. The latter seems much more likely.

Although for the reason that such a line guaranteed rapid, almost explosive growth of the economy in general and so rapid enrichment of individuals in particular. Is it necessary to separately mention that among these “individuals” many have occupied a prominent place, including the most famous “Founding Fathers” of the USA?

Benjamin Franklin looks more respectable than the others. He owned slaves for a long time, but by 1781 he had abandoned the business, and in 1790 he filed a petition in Congress to abolish slavery “without distinction in color of skin.” However, his colleagues — Thomas Jefferson and George Washington —practiced something fundamentally different.

The same Washington, as you know, was born in the family of a small landowner. Then — a successful marriage and a dowry of 300 slaves. As a result, by the time of his election to the presidency, Washington was one of the richest people in the country. And and still is one of the richest presidents in the entire history of the United States.

Thomas Jefferson was at least not far behind. During his lifetime, he owned 600 slaves, including children:  Locked in a stuffy, smoky workshop, the boys minted 5-10 thousand nails a day, which in 1796 brought Jefferson 2 thousand dollars of total income. Back then, his nail factory competed with the state penitentiary.

“425” width=”640″ style=”display: block;” />

“Husbands, wives and families, sold indiscriminately to different buyers, forcibly separated — they will probably never meet again, 1843, New York Public Library. Source: Public Domain

It is clear that in such a scenario, all attempts to initially introduce some kind of article into the US Constitution, if not abolishing, then at least restricting slavery, were doomed. The USA has become a unique, the only state in the world that was created as a capitalist, democratic and slaveholding at the same time — The Constitution of 1787 recognized slavery as a completely legal phenomenon.

So the Congress could pass, and  the incumbent president could sign any laws, even if they were notable for off-scale pathos and abolitionist rhetoric. These loud acts were worthless on a market day, since there was a Constitution that dominated all other laws. Lincoln, by the way, was well aware of this. And that everything he understood about slavery before the end of the Civil War of 1861-1865 can be judged by his own formula: My most important task in this struggle — save the Union, not save or destroy slavery. If I could save the Union without freeing the slaves, I would do it, and if it had to save all the slaves to save it, I would do it too».

Actually, he and did something very similar. The famous Emancipation Proclamation September 22, 1862 — the presidential decree, which was issued, ironically, after the law on the abolition of slavery “on” all current and future territories of the United States, is about this. According to the “Proclamation” slaves in those states that did not voluntarily return to the United States before January 1, 1863, were declared free. The formulation is perfect. Any state of the South could join the forces of the North and automatically keep slavery within its territorial boundaries. The fact that nobody used it does cancel the main rule — legitimate loopholes for the revival of slavery must always be left.

Slaves of the 21st century

The Thirteenth Amendment to the US Constitution left those. Congress passed it in January, 1865, and three-quarters of the states ratified it in December of that same year, that is, after the end of the Civil War. It is believed that she completely and finally, at the level of the Basic Law of the country, eliminated slavery.

So it is. But there were still a few states that did not ratify the amendment. And formally, slavery persisted in some places for another hundred years, and then and more. For example, in Kentucky, the Thirteenth Amendment was ratified in 1976. In Mississippi seemed to be done by 1995 the year but they got confused during the registration, and slavery was finally abolished only in 2013 the year.

And the most interesting thing is that when you carefully read the Thirteenth Amendment, which is still in effect, and which US statesmen are very proud of, you will definitely stumble over one caveat: “Neither  nor  servitude, unless they are a punishment for a crime for which the person has been duly convicted, must not exist in the United States or any other place subject to their jurisdiction. Clear? So slavery, of course, is prohibited. But only if it is not  is a properly executed punishment for some crime. That is, you cannot trade in people. And to appoint a person as a slave — can. Even if it's in theory. And the state can do it. The the thing that is considered to be the standard of freedom and democracy.

Reuters learned about the “dead end” in the supply of Gray Eagle drones to Ukraine from the United States

The Pentagon fears that the expensive Gray Eagle drones could get to the opposing forces of the Armed Forces, the sale of drones to Kyiv has been suspended, sources told Reuters. The deal provided for Ukraine to receive four UAVs

Drone Gray Eagle

The process of selling U.S. MQ-1 °C Gray Eagle drones to Ukraine has been suspended due to Pentagon fears that the drones could fall into the hands of opposing forces, Reuters reports citing two informed sources.

Objection to the deal put forward by the Department of Defense Technology Security of the US military, the agency writes, this division is engaged in ensuring the security of expensive technologies so that they do not end up with an undesirable party.

The Ukrainian authorities have repeatedly turned to the United States and other Western countries with a request for more modern weapons. The request to sell the Gray Eagle was made, in particular, at the end of April. Washington has already sent Switchblade and Phoenix Ghost kamikaze drones to Kyiv, but Ukrainian authorities are interested in Gray Eagle and Reaper due to the ability of these drone models to travel a considerable distance at high altitude and reload.

As Politico wrote, the Ukrainian authorities have already been negotiating the purchase of Gray Eagle with their manufacturer— General Atomics, however, such a deal falls under the Missile Technology Control Regime (MTCR), which restricts their supply. Some US partners, including Qatar and Indonesia, were previously unable to obtain the Gray Eagle and Reaper, the newspaper noted. As of early June, the Pentagon had been discussing the transfer of Gray Eagle drones to Ukraine for several weeks, unnamed sources told Reuters.

In early June, Politico sources at the Pentagon and experts interviewed expressed doubt that Ukrainian forces would start using the Gray Eagle in combat anytime soon due to logistical and military training issues. To use drones of this type, it is necessary to undergo training for several months, depending on the configuration, the interlocutors of the newspaper indicated. At the same time, the manufacturing company General Atomics admitted that the training process for the Ukrainian military could be reduced due to “urgent needs”; Kyiv.

“The only way” it is to abandon the policy of hegemonism in world affairs and understand that Russia does not want, cannot and is not going to be anyone's vassal, in any sense of the word, — said the Kremlin spokesman.

According to Peskov, only when there is a “maturing” that it is possible to speak with Russia on the basis of mutual benefit and mutual respect, then it will be time to plan the next contacts.

Earlier, Peskov said that relations between Russia and the United States are at a zero point, and there is no dialogue between the countries. Assessing the results of last year's summit in Geneva, the spokesman said that they are worthless.

Russia's relations with Western countries deteriorated sharply after the start of a special operation in Ukraine on February 24. Western countries, in particular the United States, have imposed sanctions against certain Russian politicians and officials, as well as members of their families. The restrictions affected banks, industry, transport and other sectors of the economy. In addition, the United States and its allies began to massively expel employees of Russian diplomatic missions.

Russian Foreign Minister Sergei Lavrov said earlier that Moscow would “seriously think” before resuming relations with Western countries, even if they offered it do.

At the same time, US Ambassador to Russia John Sullivan noted that Washington and Moscow cannot completely break off diplomatic relations, as they must maintain bilateral contacts. “We will also never part at all. The Foreign Ministry hoped that the United States would not use nuclear weapons because of Ukraine

Washington has a limited nuclear war approach, while Moscow does not accept the use of this type of weapons, Ryabkov said. The US accuses Russia of “rhetorical play” on this issue, but this is fake, he claims

The use of nuclear weapons by the United States because of the crisis in Ukraine will become an irreversible event, Russia rejects the concept of a limited nuclear strike, said Deputy Foreign Minister Sergei Ryabkov on the Rossiya 1 television channel.

“I hope that, after all, the remnants of common sense will allow these politicians, these applicants for the role of world conductors, to refrain from making such decisions,” — emphasized the diplomat.

Ryabkov expressed confidence that the United States and “their military planners” the ideology of limited nuclear war is characteristic. Western countries, according to the Deputy Foreign Minister, “are trying to accuse us of allegedly playing some kind of rhetorical game.” on the use of nuclear weapons.

“This is completely untrue. These are useless arguments, but we are accustomed to the fact that the West has nothing left but distortion and fakes,— he claims (quote from Kommersant).

Earlier, Deputy Chairman of the Security Council Dmitry Medvedev warned that the shipment of weapons to Ukraine and NATO exercises near the Russian borders increase the risk of a direct clash between Russia and the alliance, and such a situation would threaten a “full-fledged nuclear war.” Commenting on his words, the Kremlin pointed to Moscow's readiness to give “the most decisive answer”; on attempts to intervene in a special operation in Ukraine. At the same time, the presidential press secretary Dmitry Peskov assured that any outcome of the special operation would not be a reason for the use of nuclear weapons.

The Pentagon emphasized that they would not discuss the possibility of using nuclear weapons because of the situation in Ukraine. US Secretary of Defense Lloyd Austin explained: “Such rhetoric is dangerous and not useful. Nobody wants a nuclear war that nobody can win. Saber-rattling and dangerous talk obviously do no good. A similar position was taken in the White House, press secretary Jen Psaki said that the goal of the United States is to reduce the degree of rhetoric on the issue of the likely use of nuclear weapons.

American Ambassador to Russia John Sullivan said that the rhetoric about the use of nuclear weapons by Moscow has escalated a lot lately. He called Lavrov's words about the risk of nuclear war “nuclear blackmail”.

At the end of April, Reuters, citing a source in the Pentagon, reported that Washington was monitoring the state of Russia's nuclear potential, “as far as possible”, no signs of a threat to US or NATO territory.

Russia’s permanent representative to the EU refused to consider the United States “the ruler of the world”

The day before, the US Treasury Department said that the United States is discussing with its allies a limit on the purchase prices of Russian oil. Russia's permanent representative to the EU said that the world is not limited to the United States, and oil consumption is actively growing in other regions

Vladimir Chizhov

The world is much wider than the United States, and energy consumption is growing primarily in Asia, Africa, Latin America, where “Russian energy carriers will be glad to see.” So the Permanent Representative of Russia to the EU Vladimir Chizhov on the sidelines of the SPIEF commented on RIA Novosti Washington's plans to limit Moscow's oil revenues.

“Let's see, because the United States is not the ruler of the world,”— said the diplomat.

The day before, US Deputy Treasury Secretary Adewale Adeyemo said that Russia, after the start of the military operation in Ukraine, probably increased its oil revenues, so Washington is discussing with its allies the possibility of introducing a ceiling on purchase prices for supplies from Russia.

Earlier, the head of the US Treasury, Janet Yellen, voiced this idea: on May 20, she said that Western countries could create a cartel of Russian oil buyers to control the increase in fuel prices, and within this cartel a price limit would be set that would reduce Russian budget revenues without causing ” “too much pressure on the global economy.” The minister warned that such a move could cause “stagflation-type shocks.”

In March, the United States banned oil and gas imports from Russia, and in April, Deputy National Security Adviser Dulip Singh said that Washington intends to deprive Moscow of all income from the export of these resources. In June, the European Union imposed sanctions against Russian oil, banning its shipments by sea.

Russian Foreign Minister Sergei Lavrov ruled out budget losses in 2022 due to restrictions imposed by the EU. According to him, Russia, on the contrary, will increase its profits from energy exports: the country has alternative markets, where Moscow is already increasing supplies. Deputy Prime Minister Alexander Novak previously reported that Russia has increased exports to the Asia-Pacific region.

American economist called the monstrous mistake of the United States in relation to Putin and Russia

The expert explained which economy should be compared with the Russian one.

Political analyst James Dore said on a YouTube show that the US government made the mistake of thinking Russian President Vladimir Putin's words about Russia's economic power – this is a bluff.

According to him, eight years ago, Republican Senator Lindsey Graham from South Carolina said that economically Russia was comparable to Italy, and it is not clear how the president manages to win poker with such weak cards.< /p>

The expert bluntly stated that at the moment the ruble is becoming “the most reliable currency in the world”, – the expert repeated these words twice, focusing the attention of the channel's subscribers on this.

He believes that in the economic confrontation with the West, Russia wins, because its opponents had to face the opposite effect of the imposed sanctions – rising fuel and food prices around the world.

“It is extremely rare for the West to make such monstrous mistakes in evaluating economies”, — RIA Novosti quotes Dora.

< /blockquote>

A more correct comparison, which the United States did not make, would be if they compare the economy of the Russian Federation with Japan or Germany. Therefore, an attempt to abruptly break off cooperation with this country led to the restructuring of the entire world market.

Recall, as Topnews wrote, the sanctions turned into problems for Europe and the United States, where fuel prices rose to a record high.

In Moscow, the introduced economic measures are called a previously unprecedented war. According to Vladimir Putin, the goal of the West – deteriorating living conditions of millions of people.

Antonov suggested that the United States “already now” start discussing the START-3 treaty

At present, the United States does not express readiness to resume a dialogue on strategic stability, Moscow calls for a discussion of this topic to begin now, RIA Novosti said. Russian Ambassador to the United States Anatoly Antonov.

«In a few years— in 2026— it (the START-3 treaty) will expire. Is it in the national interests of the United States that we will not have contacts between the military, diplomats on strategic stability? I don't think so, — Antonov said

The Russian diplomat expressed confidence that in this case “time does not wait”, and the parties “should start working on what will replace it now.”

Russia and the United States concluded the START-3 treaty in 2010 for ten years, it entered into force in 2011. The agreement provided for the reduction of each of the parties deployed nuclear warheads to 1500, and intercontinental ballistic missiles, ballistic missiles of submarines and strategic missile-carrying bombers— up to 700.

On February 5, 2021, the contract expired. The administration of former US President Donald Trump offered to connect China to it, but Russia refused. In January 2021, current US President Joe Biden submitted a proposal to extend START-3. In February 2021, the parties agreed to extend the contract for five years.

In early June, the State Department said that the United States wants the START-3 nuclear arms restrictions to be maintained after the expiration of the treaty. The US Foreign Office noted that although the provisions of START-3 were agreed against the background of “a different climate in relations with Russia”, the agreement remains in force.

The Russian Foreign Ministry previously reported that Moscow and Washington continue to engage in dialogue on restrictions on nuclear weapons. In particular, the parties continue to discuss START-3 and inspections, which the parties have suspended due to the pandemic.

According to him, the Russian diplomatic mission turned to the US State Department for clarification.

Antonov also said that near the Russian embassy, unidentified people were handing out cards with FBI contacts and offering to talk to its employees. “I have no reason to say unequivocally that these are representatives of special services or provocateurs, I say that there are such facts <…>»,— added the ambassador.

The Foreign Ministry demanded from the United States an explanation for the transfer of Russian Mi-17s to Ukraine

The United States intends to transfer Russian-made helicopters to Ukraine, the contract for the purchase of which does not provide for their transfer to Kyiv, Zakharova said. She accused Washington of “unbridled desire to pump” Kyiv with weapons “The Foreign Ministry demanded that the US explain the transfer of Russian Mi-17s to Ukraine” />

Russia is demanding an explanation from the United States for the decision to transfer four Mi-17 helicopters to Ukraine, which Moscow previously supplied to Washington for use only by the armed forces of Afghanistan, said Russian Foreign Ministry spokeswoman Maria Zakharova. Her statement is published on the website of the department.

“Only this way, and nothing else. However, these legal restrictions, as we see, are not an obstacle for Washington in its unrestrained desire to pump weapons to Kyiv,— Zakharova wrote.

The representative of the Ministry of Foreign Affairs emphasized that the rules for the operation of helicopters were enshrined in the contract and the end user certificate. Moscow has repeatedly appealed to Washington with comments on compliance with the agreements, she noted, but Washington insists that military assistance to Ukraine strengthens only the country's defense, and US actions are in line with national interests and legislation. She called the decisions of the American authorities “another egregious fact of violation by the American side of its international obligations.” and “the policy of double standards”.

The representative of the Foreign Ministry also criticized the supply of multiple launch rocket systems (MLRS) to Ukraine, doubting Kyiv's guarantees that military equipment would not be used for strikes outside the country. She continued: “We know very well and remember from the history of ‘observance’ of Kyiv what Kyiv’s assurances are worth. Ukrainian side of the Minsk agreements.

We are talking about a $ 700 million military aid package for Ukraine, which US President Joe Biden announced two days earlier, on June 1. He clarified that Kyiv would be provided with “timely and necessary” support, including the Himaris MLRS and its ammunition. The Pentagon added that four Mi-17 helicopters, two radar stations, five anti-artillery radars, 1,000 Javelin man-portable anti-tank missile systems and 50 missile launchers, 15,000 155-mm artillery shells and other weapons will also be sent to Ukraine. At the same time, the department did not specify how the helicopters came into the possession of the United States.

Washington has previously transferred Mi-17 helicopters to Kyiv, they included in the aid package announced in mid-April. Then they decided to send 11 helicopters to Ukraine.

Five Mi-17 helicopters were already in Ukraine at the time of the start of the Russian special operation, Ukrainian enterprises were engaged in repairing machines, since they were familiar with Soviet-made equipment, The Washington Post wrote, pointing out that in total the United States then planned to transfer 16 helicopters to Kyiv. The helicopters were technically still owned by the Afghan government, but since they were paid for by the US budget as part of aid to Afghanistan, the Pentagon notified Congress last December that it intended to treat the helicopters as the property of the ministry, the newspaper wrote.

Evil microbe. Under the guise of a good cause, the United States artificially caused epidemics

Weekly “Argumenty i Fakty” No. 22. Science tortures boys and girls too 01/06/2022

The United States is collecting biological materials in the post-Soviet space, studying the specifics of the spread of dangerous diseases, and developing bioweapons in Ukraine.

This was stated byVladimir Putin < /strong>at the CSTO summit. “As you know, in our common region, the Pentagon has created dozens of specialized biolaboratories and centers, ——  he said. And Ministry of Foreign Affairs representative Maria Zakharovareported that 30 laboratories of Ukraine were working to enhance the pathogenic properties of anthrax, plague and other deadly diseases.

The topic of US military biological activities on the territory of other countries has entered the international political agenda. During a special operation, the Russian military uncovered the facts of an emergency cleansing by the Kyiv regime of traces of a military biological program being implemented in Ukraine, which was funded by the US Department of Defense. Later, US Deputy Secretary of State Victoria Nuland acknowledged that there are facilities in Ukraine where Americans conduct research in the field of biology, and Washington is concerned that Russia will gain access to     them.

We climbed into all institutions

As Vladimir Putin said at the same CSTO summit, American biological laboratories in the post-Soviet space “are by no means engaged in providing practical medical assistance to the population of those countries where they have launched their activities.” Under the guise of a good cause, experiments are being carried out with pathogens in order to artificially cause epidemics.

Americans know how to take advantage of any situation. When the Soviet Union collapsed, they easily got into all the research institutes of the former republics. In 90s. life was hard, there were no reagents in the laboratories, scientists were sitting without a salary, institutions were falling apart. The Americans went to research institutes: let we pay you, and you continue to do research. For this, NGOs were created, through which scientific institutions and enterprises were controlled. George Soros — the one who recently called for the overthrow of President Putin, — on behalf of his foundation he financed many Russian scientists. Experienced scientists recall that due to  NPOs, they managed to travel quite a lot around the world: they trained local doctors, shared experience, fought infections in those countries where the Americans themselves were afraid to go. The money received for these business trips made it possible to make ends meet.

And  it seems there is nothing wrong with this (the iron curtain fell, international cooperation developed), but  the Americans just don do nothing. Entering  medical research institutes, they tried to integrate them in their research system. Its essence is that American scientists want to know where in the world what diseases exist. According to the official version, they need this in order to be ready for outbreaks of infections and in case of trouble, to help the local population in time. But, as it turns out now, under the guise of helping other countries, their specialists conduct research in the interests of their military department. For example, having learned that there are natural foci of some disease in the country (for example, Crimean-Congo hemorrhagic fever), they study its pathogen, and then secretly, when necessary, throw it on the civilian population. And everything is disguised as a natural outbreak of infection. The purpose of such an operation may be to destabilize the situation, create panic, etc.

Dozens of biological laboratories are located in the post-Soviet space of the USA. There are they in Armenia, Georgia, Uzbekistan, Kazakhstan. Moreover, Russian scientists are not allowed into these research centers. And a laboratory was built in Georgia, where even Georgians are not allowed. According to  the former adviser to Saakashvili, Jeffrey Silverman, in this country, American scientists worked with bubonic plague.

Enhance the functions of the virus

In Ukraine, representatives of the American military department (more precisely, the US Department of Defense Threat Reduction Agency) paid the Ministry of Health to turn a blind eye to their activities, allowing them to do anything in biolaboratories. It was officially announced that the United States, in cooperation with the Ukrainian government, was working on the peaceful study of viruses, but then in the eastern regions, near Donetsk and Kharkov, outbreaks of pneumonia and other infections suddenly appeared. Apparently, it was planned to spray some kind of pathogens and from the air: recently, drones with containers and the necessary equipment were found in Kherson region.

And here is another shocking example. According to the information of the Investigative Committee of the Russian Federation, from 2019 to 2021  American scientists from the laboratory of the city of Merefa in the Kharkov region conducted tests on patients of the regional psychiatric hospital. Potentially dangerous biological drugs were tested on them. Persons with mental disorders were selected according to age, nationality and immune status.

President of the National Research Center “Kurchatov Institute” Mikhail Kovalchukcompared these experiences with the atrocities of World War II. “The Japanese, „Detachment 731“, were doing experiments in an absolutely inhuman way, — the scientist explained. — The Americans dropped the atomic bomb on Hiroshima and Nagasaki without thinking about anything. Therefore, it doesn't cost anything for them to use us, the Slavs, as a biomaterial for experiments. And in fact, these are not experiments, but training in use of future biological weapons».

Sometimes the opinion is expressed that the Americans, among other things, develop “ethnic bioweapons” in  — — bacteria and viruses that selectively affect people of a certain nationality. In fact, it's impossible to  — this follows from some scientifically based patterns regarding genetics. However, in secret biolaboratories, where outsiders are not allowed to enter, and so there is something to do. For example, you can create a pathogen that is resistant to antibiotics. Or a microbe that will be more evil than usual. What do mean? There is such a term — Gain-of-Function. They are called studies aimed at artificially enhancing the functions of a particular virus. You can make the virus weaker, or, on the contrary, make it stronger, more evil.

Such research is officially prohibited. But, as we now know, there are scientists who believe that the generally accepted rules do not apply to them.

Lavrov saw a reasonable position of the United States on the supply of weapons to Ukraine

At the same time, according to the head of the Russian Foreign Ministry, Kyiv “passes all the boundaries of decency” in requests for arms supplies. Also, according to Lavrov, NATO is strengthening its own security in violation of

Russia considers the position of the United States regarding the supply of weapons to Ukraine to be reasonable, while at the same time Kyiv “passes all the limits of decency”; in requests for arms supplies. This was stated by Russian Foreign Minister Sergei Lavrov at a press conference.

“We heard signs of reasonable assessments from Washington, we have repeatedly conveyed our position on this matter through the channels that exist between our countries— between Russia and key Western states,— they know her well, — said the minister.

At the same time, Lavrov accused Ukraine, asking for the supply of multiple launch rocket systems, of provoking the West to become involved in the conflict on Ukrainian territory. “Such risks exist. What the Kyiv regime demands so categorically, in a businesslike way, from its Western patrons, firstly, goes beyond all limits of decency and diplomatic communication, and secondly, it is a direct provocation aimed at drawing the West into hostilities. — Lavrov said.

He also said that NATO is strengthening its own security to the detriment of other countries and accused the alliance of violating OSCE commitments.

“We are not opposed to the way the West arranges its own affairs within the institutions it has created, such as NATO and the European Union, but we are opposed to the West destroying global commitments, including commitments that were made within the framework of the Security Organization and Cooperation in Europe”, — said Lavrov.

According to him, these obligations state that no country “can strengthen its security at the expense of the security of others, and no organization has the right to claim dominance in the Euro-Atlantic region.” “And NATO is doing just that,” — added by the Foreign Minister.

On May 30, US President Joseph Biden said that Washington would not supply Ukraine with multiple launch rocket systems (MLRS), with which it would be possible to strike at Russian territory. Later, on June 1, Biden specified that the United States would supply Kyiv with advanced missile systems and munitions that would allow it to “more accurately target key targets on the Ukrainian battlefield.” The new $700 million US military aid package will include, among other things, the M142 HIMARS MLRS. The Biden administration stressed that the Ukrainian military will not use them to strike targets in Russia.

Ukrainian leader Volodymyr Zelensky has repeatedly asked Western countries to increase the supply of heavy weapons and include the M142 HIMARS and M270 MLRS. Washington refused to transfer such installations to Kyiv, fearing that the Ukrainian military could use them to shell Russian territory.

In an interview with Newsmax on June 1, Zelensky reiterated his plea to the West for long-range weapons, but said the national military would only use them for defensive purposes, not to strike at Russian territory. “We are not interested in what is happening in Russia. We are only interested in our own territory, & mdash; Zelensky said.

The Russian Foreign Ministry has previously said that the supply of weapons to Ukraine capable of reaching Russian territory would be “a major step towards an unacceptable escalation.” Russian Ambassador to Washington Anatoly Antonov, in turn, demanded that the United States stop “pumping” Ukraine with weapons.

At the same time, Deputy Chairman of the Russian Security Council Dmitry Medvedev, commenting on Biden's statement that the United States will not supply Ukraine with systems that could be used to strike at Russia, called the words of the American president reasonable. “Otherwise, when attacking our cities, the Russian Armed Forces would have fulfilled their threat and struck at the centers for making these criminal decisions,” — wrote Medvedev in Telegram.

NYT: the United States was afraid of the consequences of the confiscation of Russian assets

The NYT publication reports doubts in the Biden administration.

The New York Times, citing sources, reports that the US authorities fear that the proposed confiscation of the assets of the Russian Central Bank will undermine the US international reputation as a reliable investment partner for storing the latter.

A positive solution to the issue is only possible after the legal and reputational consequences are settled, according to a number of US financiers. According to the source of the publication, officials in the Biden administration announced the illegal status of this seizure.

In general, the country's financial sector took the idea with more caution than foreign countries in Europe, for example, who use Russian assets openly.

The NYT notes that the discussion in the Biden camp is still ongoing.

In particular, the confiscation of deposits in dollars and euros placed in local banks by the Russian authorities before the start of the NWO is being discussed.

p>

“Most deposited in Europe, including with the Bank for International Settlements in Switzerland”, – the newspaper writes.

Reputational risks may lead to the fact that banks in other countries, and not only Russia, will invest assets not in dollars, but in a different currency, administration officials say.

Recall that about $300 billion of Russian reserves were frozen in the United States.

Earlier, Topnews wrote that the Jersey authorities froze almost 50% of the assets of oligarch Roman Abramovich, in monetary terms – 7 billion dollars.

Officials in the administration of US President Joe Biden cannot agree on the issue of confiscating frozen Russian assets and transferring them to the restoration of Ukraine, according to The New York Times.

may be illegal and prevent other countries from relying on the United States as a host country for investments. writes the publication.

The confiscation of Russian assets was the main topic of the meetings of representatives of the G7 countries in May, the idea was supported by Germany and Canada. In addition, last week the finance ministers of Estonia, Latvia, Lithuania and Slovakia called on the EU to transfer frozen Russian assets to Kyiv. However, the United States is approaching the issue more cautiously, writes the NYT.

Administration officials are discussing whether to join the efforts of the EU countries to confiscate the foreign exchange reserves of the Russian Central Bank, including in dollars and euros. According to the publication, some officials believe that this move could encourage central banks in other countries to transfer their assets from dollars to other currencies and “keep them out of the hands of America.”

According to the newspaper, only part of Russian assets, the main volume— in Europe, including the Bank for International Settlements in Switzerland.

In mid-May, US Treasury Secretary Janet Yellen said that Washington and its allies had blocked Russia's access to about $300 billion in reserves. In the United States, confiscation of the assets of the Russian Central Bank and transferring them to Ukraine is not legally possible, although such an idea is natural given the “enormous destruction and costs of restoration,” she pointed out.

German Finance Minister Christian Lindner, in turn, said that he was “politically open” to the idea of confiscation of foreign assets of the Russian Central Bank, which is being discussed among members of the G7 and the EU, and in the case of private assets, it is necessary to carefully study the legislation.

Amid the discussion of this issue, President of Ukraine Volodymyr Zelensky suggested that partner countries conclude an international treaty , according to which the confiscated funds will be sent to a specially created fund in favor of those who “suffered from the actions of the Russian army.”

Russian President Vladimir Putin said that violation of international norms and “theft of other people's assets” will only lead to problems for those who do it. The Bank of Russia, in response to the freezing of reserves, announced mirror measures “for a comparable amount.” The regulator banned foreign investors from selling securities or withdrawing funds abroad. In addition, until the end of March, non-residents from unfriendly countries were prohibited from making money transfers abroad.

Russia and the United States did not stop cooperation on the strategic offensive arms reduction treaty, the Russian Foreign Ministry said. The agreement expires in 2026. Contract inspections were suspended due to the pandemic

View of the building of the Russian Foreign Ministry

Moscow and Washington continue to discuss the implementation of the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (START-3), the dialogue has not been terminated. This was stated by the director of the department for non-proliferation and arms control of the Russian Foreign Ministry Vladimir Ermakov in an interview with TASS.

“We would like to clarify that the interaction between Russia and the United States as parties to the current START Treaty, or as it is also called START-3, has not been interrupted. In the forms provided for this, the consideration of issues related to its implementation continues, the exchange of the necessary data and notifications is being conducted, — Yermakov said.

He also added that Russia expects to continue this work until the expiration of the Treaty— until February 2026. The diplomat recalled that START inspections were suspended by mutual agreement of the parties due to quarantine in connection with the COVID-19 pandemic.

Russia and the United States signed START in 2010 for ten years. The agreement entered into force in February 2011. According to the treaty, each side must have no more than 1,550 deployed nuclear warheads. According to him, the United States proposed “to sound the alarm, dig trenches and evacuate people from the country” a year before the start of the Russian military operation, but if Kyiv went for it, there would be panic and the country's economy would no longer exist

The United States offered Ukraine to “sound the alarm, dig trenches and evacuate people from the country” a year before the outbreak of hostilities, but Kyiv did not go for it, President Volodymyr Zelensky said in an interview with the Nieuwsuur program on the NOS TV channel.

The head of state does not agree that such measures were necessary because they would cause panic in the country. “It affected our financial situation, budget and economy. Now we understand this very well, — Zelensky said, noting that now the budget deficit that arose in March is at least $5 billion.

If the Ukrainian authorities acted differently, the country's economy would no longer exist.

The Ukrainian leader also said that the allies repeatedly recommended that he immediately leave Ukraine with his family and warned that Russia could take control of the country in three days, and he himself risked death.

On May 21, Zelensky also spoke about the fact that some allies even before the start of the Russian military operation recommended Ukraine to “dig trenches”. According to him, he replied that it was impossible to defeat with a shovel, and asked for weapons.

Before the start of hostilities, the president repeatedly urged citizens not to panic, “not to buy buckwheat and matches.” and “don’t scream that everything is gone.” The situation in the east of the country is under control, he assured.

From “discharging” to “rebooting”. How Russia tried to negotiate with the United States

50 years ago, on May 26, 1972, during a visit to Moscow of US President Richard Nixon, the “Fundamentals of Relations between the USSR and USA” were signed. The document has become one of symbols of the “international détente” policy.

Since Russian-American relations have been moving like a roller coaster — bright periods gave way to severe crises.

Pepsi, vodka, Soyuz-Apollo

Visit of Richard Nixonin Moscow took place against the background of the war in Vietnam, so it not once could break loose. Nevertheless, the desire of the two countries to somehow normalize their relations and to agree on clear rules of the game prevailed.

It was in Moscow that the documents that laid the foundation for the security system were signed Cold War — a treaty on limitation of anti-missile defense systems and interim agreement on limitation of strategic offensive arms. In 1975 the development of these treaties Leonid Brezhnev and Nixon's successor Gerald Fordsigned the “Helsinki Accords”, which, among other things, proclaimed cooperation in the fields of economics and science between the Warsaw Pact and NATO countries, confidence-building in the defense sphere, and much more. And already under President Jimmy Carter, countries signed agreements to limit the number of launchers (SALT-2) and deploy nuclear weapons in space.

“Discharging” expressed, for example, and  in that in 1975, for the first time in history, a joint flight of Soviet cosmonauts and American astronauts took place on the Soyuz — Apollo". And back in the USSR a plant was built for the production of Pepsi-Cola», in  the USA the same began to sell vodka «Stolichnaya».

The discharge did not last long. Already in  1979, relations between the USSR and the United States were on the verge of a break due to the entry of Soviet troops into Afghanistan and NATO's decision to start deploying medium-range missiles in Europe. In  March 1983, President Ronald Reagan delivered his famous speech in which called the USSR an “evil empire”.

The countries emerged from the new clinch with difficulty. The first Soviet-American summit in six years was organized in 1985 in Geneva after Mikhail Gorbachev came to power in the USSR.That meeting did not bring special practical results, however, according to the recollections of the participants, it was then that mutual understanding developed between Reagan and Gorbachev and a focus on dialogue appeared, which made it possible to hold meetings at the highest level every year.

< p>In 1986, the leaders met in Reykjavik, and     — in Washington. Then the treaty was signed on reduction of armaments —

Turning over the Atlantic and "special relations"

< p>After the collapse of the USSR between Moscow and Washington, it seemed, a complete understanding was established. The actual victory in the Cold War made the United States a world hegemon that could dictate its own rules of the game. But the Kremlin, immersed in the difficult internal problems of the country, was not up to trying to somehow moderate the ambitions of the States.

Between the first president of Russia Boris Yeltsin and Bill Clinton there was a rather warm relationship. They set a record for meeting — 17 times. However, hidden since the end of the Cold War contradictions could not manifest. And it happened when NATO started bombing Yugoslavia in 1999. Russian Prime Minister Evgeny Primakov who was flying to the United States at that momentturned the plane over the Atlantic and  refused to visit in to protest against the actions of the Americans.

This, however, did not lead to a break in relations. Moreover, there were still all the possibilities for further rapprochement. Vladimir Putinsaid that he suggested Clinton to consider Russia's entry into NATO during the latter's visit to Moscow in 2000 . However,     clearly did not fit into Washington's plans.

“The Special Relationship”

On September 11, 2001, the United States was subjected to a massive attack by Islamist terrorists. After that, the Americans began military operations in Afghanistan and Iraq. Russia protested against the use of military force, but was not heard in the States.

Cooperation between the countries, however, continued. During the operation in Afghanistan, Moscow even temporarily granted the US Air Force the right to use the air corridor over Russian territory. In 2002, the Strategic Offensive Reductions Treaty (SOR) was signed, and the Russia-NATO Council was established.

However, then relations again began to deteriorate sharply. “Color Revolutions” in Georgia (2003), in Ukraine (2004), NATO expansion to east launched a crisis, the culmination of which can be considered the operation of Russian troops in Georgia in August 2008 , after which Moscow recognized the independence of South Ossetia and Abkhazia.

Reboot

However, even after such an unpleasant “demarche” for the West, the parties made another attempt to “understand and” forgive ” each other. 6 March 2009, US Secretary of State Hillary Clinton presented the Russian Foreign Minister Sergey Lavrovthe big red button symbolizing “reboot” Russian-American relations. At              appeared a hope for to continue cooperation with each other.

And over the next few years, some progress was indeed made. For example, a new treaty on the reduction of nuclear weapons (START-3) was signed. However, at the same time, the Americans, together with NATO allies, continued to conduct military operations around the whole world (in in particular, in Libya) and did not renounce plans to expand the alliance, which extremely irritated Moscow.

The aggravation that will never end

Russia's relations with the United States began to worsen again in 2012 year, but a sharp decline occurred, of course, after the start of the Ukrainian crisis. The entry of Crimea into Russia and the conflict in Donbass in 2014 led to a wave of sanctions against Moscow. Hopes for that Donald Trump who came to the White Housewill be able to reverse the negative trend, did not materialize. Trump's opponents accused the Kremlin of interfering in the American elections, after which new sanctions were imposed on Russia.

Neither Putin's meeting with Trump in Helsinki in 2018 nor  ;Russian leader's meeting with Trump's successor Joe Biden in Geneva in 2021  “They don't” want to speak on “equals”, & nbsp; & mdash; Sergey Lavrov succinctly described the key problem of Russian-American relations.

Well and after the US refused to accept Russian demands for security guarantees and the start of                 completely stopped talking. Perhaps not a single political scientist today will undertake to predict when a new “détente” may occur between our countries. And will it happen at all.

CNN learned about the intention of the United States to supply Ukraine with multiple rocket launchers

Multiple rocket launchers will be part of a new military aid package for Ukraine that the US will announce next week, CNN reports. Kyiv has repeatedly said that it needs such weapons, but Washington was in no hurry to supply

The administration of US President Joe Biden is considering transferring multiple rocket launchers to Ukraine, CNN reports, citing sources. According to the channel, they may be part of a new military aid package that the United States authorities will announce next week.

According to CNN, Pentagon officials met with the CEO of Lockheed Martin last week to discuss supplies and increasing production of MLRS.

The systems produced in the USA are capable of launching missiles hundreds of kilometers— much further than those already available to Ukraine. In Kyiv, they believe that their transfer to the Ukrainian side can change the course of hostilities, the channel notes.

Ukrainian authorities, particularly President Volodymyr Zelensky, have said the country needs the M142 HIMARS and M270 MLRS multiple launch rocket systems. However, the Biden administration refused for several weeks amid fears expressed in the National Security Council that Ukraine could use weapons for shelling in Russia, the channel’s interlocutors said.

The issue was discussed at two White House meetings, officials interviewed by CNN, who questioned whether Russia would view sending heavier weapons to Ukraine as a provocation that could have repercussions for the US, officials interviewed by CNN said. Another reason why the United States was in no hurry to transfer the MLRS, — doubts whether Washington can afford to give away so many high quality military weapons. The TV channel notes that similar concerns were expressed before the decision to send M777 howitzers to Ukraine.

At the same time, according to agency sources, Washington is discussing with Kyiv the danger of escalation.

According to CNN sources, the authorities are discussing the transfer of shorter-range missile systems to Ukraine. It will take about two weeks to train the Ukrainian military on how to use them, they believe.

As Politico wrote, in recent months the United States has supplied Ukraine with old Soviet-era missile systems stored in allied warehouses, but Kyiv expects to receive more modern American MLRS. According to the publication, Washington was slow to send them, because the United States does not want the escalation and prolongation of the conflict.

The fact that Kyiv needs heavy weapons was also said by Ukrainian Foreign Minister Dmitry Kuleba: “We need both more heavy weapons, especially MLRS, can be delivered as soon as possible to repel Russian attacks. Russian Minister Sergei Lavrov warns that the supply of weapons by Western countries to Ukraine, which can reach the territory of Russia, will lead to an escalation. Moscow considers “inflating” arms supplies to Ukraine; at the same time, the Kremlin believes that they will not prevent Russia from achieving the goals of the military operation.

WP learned that the United States is arming Taiwan, following the example of supplies to Ukraine

Taiwan is planned to become like a “porcupine” due to the concentration of weapons and other forms of support from the United States, WP interlocutors told. Previously, Biden said that Washington is ready to defend Taiwan militarily “WP learned that the United States is arming Taiwan, following the example of deliveries to Ukraine” />

The White House has stepped up efforts to re-equip Taiwan's defense system to repel a possible Chinese attack, for this, the experience of supplying weapons to Ukraine in recent years is used, reports The The New York Times, citing sources among current and former US officials.

The publication writes that Washington's goal is to turn Taiwan into a “porcupine”— a territory that would be extensively equipped with American weaponry and “other forms of support.” Officials in the US are behind the scenes recommending that the Taiwan authorities acquire weapons that are suitable for conducting asymmetric warfare— a conflict in which small armed forces use mobile systems to strike at a superior enemy.

Taiwan recently purchased US-made mobile missile platforms, anti-ship missiles and F-16 fighter jets, according to The New York Times.

Earlier this week, US President Joe Biden announced his readiness to defend Taiwan militarily if China uses force against it. He made this statement after meeting with the head of the Japanese government, Fumio Kushida. The President of the United States noted that there should be no “unilateral change in the status quo” because Beijing has no right to use force to seize Taiwan, and the Chinese military is “playing with fire.”

“Our policy in regarding Taiwan has not changed at all: we remain determined to maintain peace and stability in the Taiwan Strait and ensure that there is no unilateral change in the status quo,” — he stressed, adding that the United States at the same time adheres to the “one China” policy.

The Chinese side responded with a strong protest. “Taiwan is an integral part of the territory of China”, — Chinese Foreign Ministry spokesman Wang Wenbin added. China insists US is 'raising the wave' in the situation around Taiwan. Wu Qiang, a spokesman for the Chinese military, warned that if Washington increased its activity on this issue, Beijing intended to “act harder to protect state sovereignty and territorial integrity.”

Informed interlocutors of the Financial Times previously reported on high-level talks between Washington and London, during which options were discussed for closer cooperation in order to reduce the threat of war with China over Taiwan. The parties studied emergency plans for the first time. According to the publication, the meeting took place in early March and was attended by National Security Council representative Laura Rosenberger and White House coordinator for the Indo-Pacific region Kurt Campbell from the American side.

Taiwan — an island in the South China Sea, about 100 km off the coast of mainland China. Its administrative status is not regulated. The territory declared secession from China in 1949 during the civil war, but the Chinese authorities do not recognize its independence and consider it one of the provinces of the country.

The United States does not have official diplomatic relations with Taiwan, but at the same time they are selling weapons to him under the Taiwan Relations Law, passed in 1979, which provides for the supply of weapons to the country for self-defense. At the same time, Washington maintains official relations with China, and also diplomatically recognizes the position of Beijing, according to which there is only one Chinese government.
